Description

Headquarters Air Force Weather Agency at Offutt AFB, NE, has a requirement for the direct conversion (using Office of Management and Budget Circular A-76 procedures) of the technology exploitation branch?s visualization team, and programming function. The technology exploitation branch (more precisely, the branch?s visualization team) builds displays from a variety of numerical models for Air Force Weather subordinate units, Operational Weather Squadrons, Combat Weather Teams and other Federal agencies. Meteorological analysis applications are used to create charts and maps used by war-fighting commanders to make decisions on operations. The primary focus is to perform rapid prototyping of new concepts and capabilities. Additionally, these results will, at times, transition into full software development. Activities include, but are not limited to, developing and modifying existing meteorological software applications that transform space, terrestrial, and oceanographic weather data into charts and maps from areas as small as a few hundred square miles up to an entire hemisphere. The estimated quantities of work are listed in Appendix A of the Performance Requirements Document, which will be posted with the Request for Proposal (RFP). This procurement is 100% set-aside for 8(a) within North American Industry Classification System code 541511 (size standard - $21 million) and the guidelines of FAR Part 12, Acquisition of Commercial Items. The RFP (F25600-02-R-0011) will be released on or about 1 August 2002. Proposals will be due on or about 6 September 2002. Award is anticipated in February 2003. This will be a fixed price, indefinite delivery/indefinite quantity contract. It will include a transition period commencing 1 April 2003, a base period of 1 April through 30 September 2003, and four (12 month) option periods. A Site Visit/Pre-Proposal Conference is tentatively set for 20 August 2002. Attendance must be limited to two individuals from each potential offeror.
