- Description
- The Naval Air Warfare Center Aircraft Division Lakehurst is seeking to procure Mobile Nitrogen Gas Membrane Generators (MNGG). Solicitation number N68335-02-R-0012. A firm fixed price contract is planned, with award made based on best value as determined from the written proposals and product demonstration evaluations. The product demonstrations will be conducted at the vendor's facility on or about 60 days following receipt of the Request for Proposals. The MNGG will be used at Navy and Marine Corps Intermediate Maintenance Activities ashore to fill service carts and cylinders that will directly service the aircraft as well as other equipment with nitrogen. The program seeks to procure a Commercial-off-the-Shelf (COTS) and to conduct pre-production testing including reliability and environmental. Four units will be procured and used for pre-production testing. Upon completion of contractor pre-production testing and Government TECHEVAL, the vendor will be given a release for production. The MNGG will be procured through the exercise of procurement options. An approximate total of 130 MNGG's will be procured over a four-year period, FY-03 to FY-06. The minimum performance requirements are as follows: 1. Nitrogen purity, 99.5%. 2. Gas production rate, 30 SCFM @ 5000 PSI. 3. Compressors, Oil Free. 4. Dew Point, <2PPM H2O. 5. Operating Range, Minus 25 to 120 F. 6. Time to fill one NAN Cart, <45 minutes. 7. Weight Empty, <5000 lbs. 8. Maximum Dimensions, 48"W x 60"H x 120"L. 9. Mobility, Skid Mounted/ Air Transportable. The MNGG will be capable of producing nitrogen gas that meets Commercial Standard A-A-59503, Type I, Grade B, Class 1 for nitrogen gas. It will incorporate additional filtering capability to meet hydrocarbon, percent moisture and particulate requirements of MIL-STD-81202D. The MNGG will utilize electric power that will be supplied at the point of use. The MNGG will be skid mounted and suited for air and ground transport. Integral wheels are not desired. System operation, after initial set-up, will be fully automatic and provide for unmonitored failsafe operation. Delivery of pre-production units will be required within 120 days after contract award, and production units will be required at a rate of 5 per month commencing 120 days after release for production. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government technical, past performance, and price considered. The solicitation, with details of the technical proposals required to be submitted, will appear on the NAVAIR homepage located at http://www.navair.navy.mil. Select "Business". Then "Doing Business with us" and "Open Solicitation." No solicitations will be mailed and no hard copies of solicitations will be made available. Responsible sources are advised to monitor the web site listed above for RFP release and RFP amendments, as necessary. The estimated release of the RFP is 30 May 2002, with a closing date of 1 July 2002. Phone, fax or e-mail requests for RFPs will not be accepted. The Government anticipates a firm fixed-price award as a result of this solicitation. All responsible sources may submit a proposal, which shall be considered by the agency.
