- National Oceanic and Atmospheric Administration (NOAA) intends to award a Simplified Acquisition on a sole source basis to National Estuarine Research Reserve Association (NERRA), P.O. Box 824, Gloucester Point, Virginia 23062-0824 for a series of regional workshops for active marine educators and education intermediaries to promote the inclusion of Marine Protected Area ( MPA) themes and messages into existing and new marine and coastal education programs. NERRA has the expert knowledge of the subject matter including expertise in program assessment, habitat restoration, and an extensive ongoing familiarity with the reserve system (http://www.ocrm.nos.noaa.gov/nerr/), and as a non-profit organization can prevent duplication of investment for NOAA related to workshop curriculum development. This announcement number NCND0000-2-00041 is prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The announcement and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. The associated North America Industry Classification System is 541620. A firm is a small business for the purpose of this requirement if its size standard is $6 million. National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Office of Coastal Research Management (OCRM), National Marine Protected Area Center requires the services of a contractor that has extensive knowledge of MPA issues and management experience in marine protected areas; the contractor shall handle the logistics and facilitation for two regional workshops designed for educator and education intermediaries from all levels of government, non-governmental organizations and similar related entities. The workshops are designed to (a) to increase awareness and understanding of MPA issues; (b) promote the inclusion of MPA themes/messages in existing and new marine coastal education programs. (c) foster development of inter-agency education partnerships; and (d) solicit recommendations from the education community concerning additional support needed from the MPA Center. The period of performance shall be from award to September 30, 2004. The Federal Acquisition Regulations (FAR) web site is www.arnet.gov/far/loadmainre.html. The provision at FAR 52.212-1, Instructions to Offerors-Commercial applies to this acquisition and there are no addenda to this provision.
