Description
NA This announcement is for the purpose of soliciting names of (1) United States construction firms, (2) Uzbekistan construction firms, and (3) joint ventures between U.S. and Uzbekistan construction firms, interested in submitting an offer on a project in Ka rshi-Khanabad, Uzbekistan described in the project scope. United States firms means a firm incorporated in the United States that complies with the following: (1) The corporate headquarters are in the United States; (2) The firm has filed corporate and emp loyment tax returns in the U.S. for a minimum of two years, has filed state and federal income tax returns for two years, and has paid taxes due as a result of these filings; and (3) The firm employs U.S. citizens in key management positions. To be conside red a Uzbekistan construction firm, the firm must be so registered and qualified by the Uzbekistan Government. Offers from firms that do not qualify as U.S. firms will be evaluated by adding twenty (20) percent to the offer. ADDITIONAL REQUIREMENTS: All fi rms applying shall be licensed to do business in Uzbekistan or demonstrate the ability to be licensed at contract award and will comply with the laws and regulations of the Government of Uzbekistan to become licensed. Contractors responding to this notice and meeting all conditions of this notice will receive a request for proposal. PROJECT SCOPE: This is a design/build project. The estimated cost of construction is in the range of $1,000,000 and $5,000,000. The work will consist of installing a wastewater collection system, and constructing airfield improvements to an existing facility. The improvements will consist of a primary parking apron capable of accommodating four (4) C-130 aircraft and constructing one apron capable of supporting up to four (4) CH -47 and/or CH53 rotary aircraft. Aircraft clearance criteria shall be used to manage modifications and improvements of the existing facility. The project location is at an existing military installation known as K-2, located in Karshi ? Khanabad, Uzbekista n. PLANS AND SPECIFICATIONS: Hard copies of the solicitation, plans and specifications will be furnished. Two copies will be provided to each eligible prime contractor. Subcontractors and suppliers must obtain information on this project from prime contra ctor. A list of prime contractors will be published at the Transatlantic Programs Center internet home page after release of the solicitation. Internet address; http://www.tac.usace.army.mil/contracts/activsol.html. SOLICITATION PROCEDURES: The solicitatio n will be initiated before funds are available. The solicitation will contain FAR clause 52.232-18, availability of funds and Defense FAR clause 252.236-7010, Overseas Military Construction ? Preference for United States firms. The contract award will be b ased upon a best value analysis of proposals. Evaluation factors will include, at a minimum, Price Reasonableness, Past Performance, and Experience. Evaluation criteria will be stated within the Request for Proposal (RFP). Contract award will be made on a firm fixed-price basis. Tentative date for issuance of the RFP is 13 August 2002. Tentative date for receipt of proposals is 10 September 2002. Tentative contract award date is 15 October 2002. Anticipated contract duration is 365 calendar days. POC Ms Ed na L.
