- NAICS Code: 334510 The U.S. EPA intends to negotiate on a sole source basis, under the authority of FAR 6.302-1, with Big Sky Laser Technologies for a laser system with a manually variable attenuator. The Government's minimum requirements for this laser system are as follows: 1) A Nd: Yag laser system, with a minimum pulse energy requirement of 400 mJ at a wavelength of 1064 nm not to exceed 450 mJ at a wavelength of 1064 nm. 2) The system shall be Q-switched, with pulse timing stability less than 2 ns with respect to Q-switch. 3) A repetition frequency of 20 Hz. 4) A pulse duration of less than 10 ns. 5) A beam divergence of less than 1.5 mrad. 6) An energy stability of less than +/- 3 % (variation from mean) at 1064 nm. 7) The unit shall allow for external trigger. 8) The unit shall include the power supply and closed loop cooling system. Power supplies must be compatible with standard available US utilities including 110 V single phase 60 Hz (preferable) or 220 V single phase 60 Hz. 9) The EPA shall be able to change the flashlamps in the laser without returning to the manufacturer. 10) The unit shall be UL or CE certified or certifiable. 11) The unit shall include a manual, continuously variable attenuator for reducing the power down to 50 mJ without affecting the system characteristics listed above, i.e. the beam quality. The attenuator shall be built into the laser head. 12) The system shall be portable and rugged for transport to the field. The unit shall be transportable without needing realignment after moving. 13) The laser head shall have maximum dimensions of length (36 inches), width (8 inches), and height (8 inches). The weight of the laser head shall not exceed 20 pounds. 14) The weight of the power supply shall not exceed 150 pounds. If the weight of the power supply is greater than 50 pounds, the power supply shall have wheels on the bottom to allow for transport across concrete or asphalt. The wheels shall be industry standard in terms of size. 15) The system shall be operationally tolerant to humidity (0 - 100%), dust, shock, vibration, and temperature ranges (10 - 40 deg C) normally found in laboratory and field applications. The contractor shall provide two copies of all operating manuals, software documentation, maintenance and troubleshooting procedures. The system shall be warranted for a period of 24 months after delivery and acceptance of the laser system, except for flashlamps and optical surfaces which shall be warranted for 120 days. The contractor shall have the capability of providing warranty service of the laser system within 30 days of request including all labor and replacement parts. Delivery shall be 60 days after receipt of the Purchase Order. This procurement will be accomplished under FAR Part 12 Commercial Procedures. Interested firms may identify their interest and capability to respond to the requirements. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government.
