- NAICS Code: 334516 The U.S. EPA intends to negotiate on a sole source basis, under the authority of FAR 6.302-1, with Ocean Optics Inc for a laser induced breakdown spectroscopy broadband high resolution spectrometer. The Government's minimum requirements for this spectrometer are as follows: 1) A spectrometer system that can provide a complete spectrum from 200 nm to at least 980 nm from a single laser event. 2) A minimum resolution of 0.1 nm full-width half-maximum (FWHM) over the full spectral range. 3) The system must include the capture optics including CCD (with at least 14,000 pixels) and input fiber optics. 4) A minimum frame rate of 10 Hz. 5) A computer controlled external trigger delay that can be adjusted from 3-30 us in 500 ns steps. 6) System shall be connectable to an IBM/PC based computer system either through an input card or through a USB port. 7) An operator "friendly" software system that will run on Windows XP operating system including operational software and instruction. 8) System must include power supplies that must be compatible with standard available US utilities including 110 V, 60 Hz (preferable) or 220 V power. 9) The system must be UL or CE certified or certifiable. 10) The system must be rack mountable 48 cm wide, 13 cm high, and 35 cm deep). 11) The system must be accompaniesd by 2 copies of the system (spectrometer and CCD) operating and maintenance manual. 12) The system shall be portable and rugged for transport to the field. 13) The system shall be operationally tolerant to humidity (0 - 100%), dust, and temperature ranges (15 - 38 deg C) normally found in field and laboratory applications. The contractor must supply two copies of all operating manuals, software documentation, maintenance and troubleshooting procedures. The system shall be warranted for a period of 18 months after delivery and acceptance of the instrument. The contractor shall provide warranty service within 30 days of the request including all labor and shipping. Delivery shall be 90 days after receipt of Purchase Order. The system shall be installed by the contractor at EPA's APTB facilities and shall ensure performance requirements are met prior to system acceptance. The contractor shall provide at least 8 hours of on-site, post-installation training for up to 4 EPA or EPA-designated personnel operators within 90 days after receipt of the Purchase Order and after delivery and installation of the system. This procurement will be accomplished under FAR Part 12 Commercial Procedures. Interested firms may identify their interest and capability to respond to the requirements. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government.
