Description
NASA/LaRC plans to issue a Request for Quotation (RFQ) for TWO (2) EA. EX5000 MULTI FUNCTION DISPLAYS IN LANDSCAPE AND PORTRAIT ORIENTATION WITH CUSTOM MODIFICATIONS. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/LaRC intends to purchase the items from Avidyne Corporation who is the only responsible source and no other supplies or services will satisfy agency requirements. Avidyne's has the unique ability to supply state of the art FAA Certified display systems that will be installed in NASA Langley's Lancair and Cirrus aircrafts. Avidyne is the only vendor that offers the highest resolution available at 800x600 pixels and has the capability to make engineering changes to the displays in order to meet NASA requirements. These displays are unique in the respect that they operate in two basic modes; native and research in order to facilitate research activities. It would take substantial time and money for another company to duplicate these displays and these costs are not expected to be recovered through competition. The Government intends to acquire a commercial item using FAR Part 12. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
