Description

NA The Defense Threat Reduction Agency (DTRA), Acquisition & Logistics Directorate, Technology and Combat Support Contracting Office, has a requirement for an effort entitled Operations and Maintenance (O&M) of the US International Monitoring System (IMS) Pri mary Seismic Station at Mina, NV (PS47). DTRA intends to solicit on a non-competitive basis to Southern Methodist University (SMU), PO Box 750302, Dallas, TX 75275-0302. This requirement is for the operation and maintenance of a primary seismic station a s part of the US commitment to the IMS of the Comprehensive Nuclear-Test-Ban Treaty (CTBT). Currently, the Department of Defense (DoD) has a Memorandum of Agreement (MOA) with SMU for the operation and maintenance of the facility for CTBT purposes. This effort will reflect a period of performance of 12 months. The statutory authority for other than full and open competition is 10 USC 2304 (c)(1) implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.
