Description

National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Office of Coastal Research Management (OCRM), intends to award a Simplified Acquisition on a one responsible source basis to Hawaii Department of Land and Natural Resources (HIDLNR), 1151 Punchbowl Street, #130, Honolulu, Hawaii 96813. HIDLNR has the planning, regulatory and management expertise to design and implement a three-day coral Marine Protected Areas (MPA) workshop to develop a framework and design a process to better manage current MPA sites as well as comprehensively approach the designation of new sites. HIDLNR has the expertise to address the stewardship issues related to coral reefs, considering the public and private interests. The workshop proceedings shall document MPA issues of interest to the broader Pacific region and the policy objectives of the National Action Plan of the National Coral Reef Task Force. This is a synopsis prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. The associated North America Industry Classification System is 541710. The period of performance shall be from award to December 30, 2003. The Federal Acquisition Regulations (FAR) web site is www.arnet.gov/far/loadmainre.html. The provision at FAR 52.212-1, Instructions to Offerors-Commercial applies to this acquisition and there are no addenda to this provision. The provision at FAR 52.212-2 Evaluation-Commercial Items (JAN 1000) applies. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with any response. FAR clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition and there are no addenda to this provision.
