Description
The National Heart, Lung, and Blood Institute intends to negotiate on a non-competitive basis with Affymetrix, Inc. 3380 Central Expressway, Santa Clara, California, 95051, to purchase Reagents, Gene Chip Solutions, and other items available from their commercial price list. The supplies being purchased are the only items that can be used and are compatible with the government-owned Affymetrix equipment. A change in the product would affect ongoing laboratory research and threaten the investment already made. This acquisition is being conducted under simplified acquisition procedures and is exempt from the requirement of FAR Part 6. It is anticipated that a five (5) year contract will be awarded for this requirement. There are no small business set-aside restrictions for this requirement. The North American Industry Classification (NAICS) Code is 421450 and the Size Standard is 100 employees. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement. Responses to the announcement, referencing synopsis number, NHLBI -PS-2002-106, may be submitted in writing to the National Heart, Lung, and Blood Institute, Contracts Operations Branch, Procurement Section, 6701 Rockledge Drive, Suite 6042, Bethesda, Maryland, 20879-7902, Attention: Michael Clarkson. Fax responses will only be accepted if dated and signed by an authorized company representative. All responsible sources may submit a proposal, which if timely received, shall be considered by the agency.
