Description
The Federal Highway Administration (FHWA) has a requirement for the development of a set of software tools for use by State and Local highway agencies in management of site-specific highway safety improvement programs. These tools will be developed based upon fuctional specifications developed by the Comprehensive Highway Safety Improvement Model (CHSIM) Development team. It is anticipated that the software tool developed under the proposed contract will include six specific elements: (1) Network screening to identify problem sites; (2) Diagnosis of safety problems at specific sites; (3) Selection of appropriate countermeasures; (4) Economic appraisal of candidate improvements; (5) Priority rankings for candidate improvements; and (6) Evaluation of implemented improvements. Under the proposed effort, the contractor shall be required develop the software tools, provide supporting documentation and source code, and participate in its testing. This requirement is being conducted under Full and Open competition. The solicitation, all related documents and amendments, if any, will only be released and available electronically through the Electronic Posting System (EPS) at http://www.eps.gov under the EPS for Vendors option followed by a selection of the DOT Center. As such, no written, telephonic, facsimile or email requests for the solicitation package will be honored. Interested parties can register at the aforementioned site to receive procurement announcements by email. Since this solicitation will only be available electronically, it is the responsibility of interested parties to monitor the EPS website for any solicitation amendments. All responsible sources are encouraged to submit an offer.
