Description

NA Firm-Fixed Price Construction with options, Laughlin Air Force Base, Texas. This project provides a new Security Forces Complex consisting of 1,245 SM, Security Operations Facility (SFO); a 229 SM, Combat Arms (CA) Facility; and a 77 SM, Entry Access Cont rol Point (EACP). Also included are pavements, fenced storage areas, utilities, necessary site work, landscaping, and demolition of existing facilities. This requirement is offered to all qualified, responsive concerns and bids will be considered using a cascading order of preference. Each tier will be evaluated using the procedure outlined below. A determination of insufficient competition or unreasonable price will be made before the next tier is evaluated. It is the intent of the Government to award one contract on a competitive basis to an eligible 8(a) business concern in accordance with FAR 19.8, provided that adequate competition is received and award can be made at a fair market price. Competition among 8(a) concerns is limited to the San Anton io District. If circumstances do not permit a Section 8(a) award, the government will award one contract on the basis of full and open competition from among all responsible, responsive bids received providing award can be made at a fair market price. HU BZone price evaluation preference will be applied to all qualified HUBZone small businesses provided that the HUBZONE concern has not waived their evaluation preference and their bid is not more than 10 percent above the lowest large business concern?s pri ce. Adequate competition is defined as at least two (2) competitive bids from qualified, responsible business concerns at the tier under consideration. Estimated Cost Range: $1,000,000.00 and $5,000,000.00. Solicitation to be issued on or about 12 Augu st 2002. Proposals are due on or about 13 September 2002. Duration of contract is approximately 455 calendar days. NAICS Code for this procurement is 233320. Small Business Size Standard is $28.5 million. The plans and specifications have been placed on Compact Disk (CD-ROM) and will be provided free of charge on the issue date. Plans and specifications will not be provided in a paper hard copy format. Notification of amendments shall be made through 3.5 diskette, CD-ROM and/or the Internet. However , the Government reserves the right to use only the Internet as notification of any changes to this solicitation. It is therefore the contractor's responsibility to check the following address daily for any posted changes to this solicitation.
