Description
Z -- Indefinite-delivery, indefinite-quantity task order contract for construction, alteration and repair of real property including but not limited to residential and non-residential buildings, roads, parking areas, utility systems and heavy construction at Glen Canyon National Recreation Area and other National Park Areas in the four corners states. This procurement consist of one solicitation with the intent to award three or more Indefinite Delivery, Indefinite Quantity (IDIQ) Construction Contracts to the responsible proposers whose proposals, conforming to the Request for Proposal (RFP), will be most advantageous to the Government resulting in the Best Value, cost or price and other factors considered. The contracts will be for a base period of one year with four one-year option periods. The Government reserves the right to award less than or more than three contracts under this solicitation. The total maximum value for the base term and all options for the aggregate of all IDIQ contracts awarded as a result of this RFP shall not exceed $15,000,000. The IDIQ work will be routine construction, alteration, repair and minor architecture/engineering of facilities: including fully functional facilities at various National Park Service areas in the states of Arizona, New Mexico, Utah, and Colorado. The first IDIQ construction contract of the three or more will be awarded with a firm fixed price, for the replacement of fire hydrants lake wide at Glen Canyon National Recreation Area as the seed project. The estimated price range of the seed project is $250,000 - $500,000. The exact location of each task order will be indicated by the Contracting Officer. Projects assigned to these IDIQ contracts will use the Task Order Concept (TOC) approach to scope and price the work. After award of the initial contracts, each awardee shall be provided a fair opportunity to be considered for each task order, except under those circumstances described in FAR 16.505 (b) (2). Construction schedules will be determined for each project at the issuance of each task order. The work will be routine renovation, alteration, repair, construction and minor architecture/engineering of facilities including: residential and non-residential buildings, site work, roads, parking areas, boat launch ramps, marina and docks, campgrounds and utilities and utility systems necessary to provide fully functional facilities. In the case of minor task orders, the contractor may be given a brief performance specification and will be required to submit either a one step or two step design/build approach with the proposal. All contractors will competitively bid on task orders. These projects will be non-complex performance oriented tasks requiring minimal design. They will be scoped by the government/contractor team and may not have traditional plans and specifications but may include sketches, and requests for catalog cuts or other submittals. The salient requirements of the Task Order will be scoped by the government/contractor team in order to develop a mutually agreed upon statement of work. Award factors will vary depending on the unique requirements for each task order and may be competed on the basis of price, best value or technically acceptable, low-price selection procedures. The Government will assess the capability of each offeror on the basis of (1) its organizational experience, (2) its organizational past performance, (3) qualifications and experience of key personnel, the capability of its specified critical subcontractors and (4) its demonstrated ability to comply with instructions. The Government will not assess capability on a pass/fail basis, but will use its assessments of capability as a basis for comparing offerors to determine best value. Best value receives the seed project with award; 2nd, 3rd, and any additional selected contractor will each receive award with a minimum guarantee of $50,000 for the base year. All contractors will competitively bid on subsequent task orders. A copy of the solicitation will be available via the Internet at www.fedbizops.com or www.ideasec.nbc.gov approximately 15 days after the announcement date. No paper copy of the solicitation will be issued.Telephone requests will not be accepted for solicitation packages. The North American Industry Classification System (NAICS) codes are 233210 - 234990 and $28.5 million.
