Description
Modification: The Naval Sea Systems Command originally solicited for Information Technology Services under Classification Code "D" Information Technology Services, including telecommunication services. The purpose of this modification is to change that Classification code to "R" Professional, administrative, and management support services. The Naval Sea Systems Command intends to award a Sole Source Cost-Plus-Incentive Fee/Cost-Plus-Award Fee Level of Effort contract to IBM Global Services Federal, 6710 Rockledge Dr., Bethesda,MD 20817-1826, under authority from FAR 6.302. The Sole Source is justified under FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements." The Navy has developed a Navy Enterprise Maintenance Automated Information System (NEMAIS) for the Norfolk Intermediate Maintenance Activity through use of the IBM methodology for software configuration. The Navy requires IBM's services to continue implementation of the NEMAIS solution in other maintenance regions and activities without substantial duplication of costs and significant impact upon scheduled implementation of the solution. The contract will be for one (1) Base Year and four (4) Options each to last one (1) year that will be exercised at the discretion of the Government. The Contractor shall provide, modify an existing design or designs for the system NEMAIS. IBM is currently under contract to perform these services in the Mid-Atlantic Region. The contract will provide services for Project Management and Planning, Design and Development, Deployment, Operational, and Miscellaneous Support, which includes Training. This Sole Source award is to provide Man-hours to accomplish these tasks for the remaining region s, for Shipbuilding Sites, and for mobile application to the Fleet. The flow of data amongoperational, intermediate, and depot-level maintenance facilities will be upgraded as NEMAIS is implemented to Regional Maintenance Centers, Naval Shipyards, SUPSHIPs, IMAs, and aboard ships. Upon achieving Full Operational Capability, over 99 legacy systems, including national systems such as RMAIS, 3M, CDMD-O/A, FMPMIS, AIM, and MRMS, will be replaced or incorporated into the system.
