- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only request for quotations; proposals are being requested and a written solicitation will not be issued. Solicitation Number 02Q131 is issued as a Request for Quotation (RFQ) through Federal Acquisition Circular 01-07. This action is a 100% small business set-aside. The NAICS code is 316991 and the small business size standard is 500. The U.S. Secret Service (USSS) has a requirement for reusable, durable and transportable shipping cases with customized foam inserts. Case Design Specifications: All cases must have lockable latches, which will not pop open when dropped; material must meet Federal Spec. L-390-C, Type I, Class M, Grade H polyethylene; full hand grip, spring loaded handles; nameplate area; cubed form system using polyethylene and polyurethane form; panel mount system; storm/weather proof with HPX High Performance Resin; press and pull operation with extra-strength wide design. Durable inside core with soft overlay; sleek, high-strength, tubular build; adhesive labels; extruded aluminum rails with molded corner pieces; watertight, sealed rivet attachment for custom fit; color: gray; lid retainer must be galvanized steel aircraft cable; molded in male and female positive lock stacking ribs; designed and manufactured to meet Air Transportation Association Specification 300 Category 1, minimum 100 trips. Case Performance: resilient polyethylene defies permanent dents under severe accidental impacts; no nutrient materials in the container construction to support fungus life; complies with water resistance spray method ASTM D951, allowing no water penetration; container material suitable for withstanding exposure to elements and storage in a range of -60F to 140F; meets MIL Standard 810E. Case Management Specifications: the cases must be solvent resistant; rust resistant; and provide ease of cleaning using solvents or mild detergent solutions. Line Item No. 0001: Quantity of twelve (12) reusable shipping cases with customized foam inserts to hold a Merlin Magix Telephone System, to include ten (10) Merlin telephone sets. The Merlin Magix Telephone System has dimensions of 11" wide x 19" high x 11" deep. Weight of the telephone system is 45 lbs.; Each telephone set weights 3 lbs.; Dimension of the telephone set is 9 ?" long x 9- 5/16 inches wide x 3 inches high (without the handset). The case is to be designed to hold either the telephone system or ten (10) telephone sets. Line Item No. 0002: Quantity of twenty (20) reusable shipping cases with customized foam inserts to hold ten (10) Lucent telephone sets. Each Lucent Partner Telephone Set weights 3 lbs. Dimension of the telephone set is 9 ?"long x 9- 5/16 wide x 3 inches high (without the handset). Ten (10) sets per case is required for shipment. Line Item No. 0003: Quantity of eight (8) luggage cart kits with wheels, stock no. SPC52. Dimensions must be 17.25" high x 13.75" wide x 8.5" deep. Weight: not to exceed 40 lbs. Case is to be super heavy-duty black polyethylene case. Case is to be equipped with a built-in luggage cart. Case is to have low-profile rubber wheels and a recessed telescoping handle. Line Item No. 0004: Quantity of ten (10) reusable shipping cases with customized foam inserts to hold a Legend PBX System, Part No. AP#34584. Cases will consist of nine (9) components, back panel, power supply, front panel, 6 cards, and panel cover that fits inside the front panel. The dimensions for the case are 24.75" long x 23.25" wide x 13.10" high (internal dimensions). Line Item No. 0005: Quantity of ten (10) Edge Casters required for Line Item No. 0004. Line Item No. 0006: Quantity of five (5) Line Distribution Reusable Shipping Cases with customized foam inserts, Part No. AP#34855. Cases will consist of base plywood 5/8" thick with customized foam, cushioned base side and upper surface, 2 ?" space around unit with exposed plywood. The dimensions for the cases are 34.25" long x 24.18" wide x 13.25" high (internal dimensions). Line Item No. 0007: Quantity of five (5) Edge Casters required for Line Item No. 0006. Line Item No. 0008: Quantity of five (5) Station Distribution shipping cases with customized foam insert, Part No. AP#34856. Cases will consist of base plywood 5/8" thick with customized foam, cushion base sides and upper surface, 2 ?" space around the unit with exposed plywood. The dimensions for the cases are 35.87" long x 27" wide x 12.95" high (internal dimensions). Line Item No. 0009: Quantity of five (5) Edge Casters required for Line Item No. 0008. Line Item No. 0010: Quantity of four (4) reusable shipping cases with customized foam insert to hold Smart UPS, Part No. 900-32623-000. Pricing for this line item to include Edge Casters. The dimensions for the cases are 24" long x 12" wide x 15.5" high. The Contractor shall deliver items, FOB Destination, with all freight included in the delivered price, to U.S. Secret Service, IRMD, 245 Murray Drive, SW, Building 410, Suite 2000, Washington, DC 20223, Attn: Brian Bishop. Delivery time- 60 days after receipt of order. The following FAR Provisions and Clauses are applicable unless otherwise noted: 52.212-1, Instructions to Offerors-Commercial Items; 52.212-2, Evaluation - Commercial Items; 52.212-2 Paragraph (a) insert: "The Government intends to award firm, fixed price purchase order to the responsible offeror, whose proposal, conforming to the solicitation as provided herein, will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Price; technical capability; and past performance. For evaluation of technical capability, the offeror shall provide a statement discussing its experience in the area pertaining to this requirement. Detailed technical descriptions and/or brochures on each offered item must also be included to allow the USSS to determine that it is technically acceptable per the specifications. For evaluation of past performance, the offeror shall provide at least three references for contracts/purchase orders of similar products within the last year. Each reference must include customer's name and address, contact person, project name, date of performance, telephone number and contract value for each reference. If business entity establishment is less than one (1) year, provide related experience of key personnel.
