Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is a Request for Proposal and the number is RFP-R5-02-20-044. This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-08. This solicitation is issued on an unrestricted basis. In the spring of 1999, the first symposium on Fire Economics, Planning and Policy: Bottom Lines was held in San Diego. Many changes in policy have taken place in response to the new challenges. There is the need again to bring together the community of wildland fire agencies managers and practitioners, natural resource managers, and policy makers to discuss recent problems, experiences and responses to the wildland fire problem. The purpose of the proposed symposium is 1) to bring together individuals interested in exchanging ideas regarding the economics of wildland fire management, 2) sharing the most recent developments and technologies for optimizing fire management expenditures and 3) sharing recent developments in strategic fire planning models. Line item is as follows: Symposium Planning for Symposium on Fire Economics, Planning and Policy to be held in Spain, Spring 2004. Development and coordination of the second symposium on fire economics includes but is not limited to, the following activities: 1) Selection of Symposium title, objectives, subject matter, etc.; 2) planning and development of daily schedule (including selection of speakers, poster sessions, and other program activities; 3) Development of advertising and marketing strategy; 4) Registration process and other pre-symposium correspondence; 5) Logistical arrangements (participant lodging, meeting rooms and equipment, food requirements, spouse programs, etc.); 6)Logistical arrangements for all speakers and key symposium planners; 7) Development of symposium materials; 8) Symposium activities on-site and during the event; and 9) Evaluation and wrap-up processes. The completion of the tasks to be performed under this proposal will be divided into three major phases to be completed and described as follow: Phase 1 (9/1/02-9/30/03) Activities include pre-symposium planning and coordination, promotional activities, and hotel and speaker arrangement prior to the actual conference. Phase II (10/1/03-4/1/04) Activities include follow-up planning/coordination, additional speaker and travel arrangements. Phase III (4/1/04-4/30/04) Activities include on site conduct of the symposium and post conference evaluation and final report. The quantity is 1 job. The following FAR clauses apply to this solicitation: 52.212-1 Instruction to Offerors?Commercial Items; 52.212-2 Evaluation - Commercial Items. The following factors shall be used to evaluate offers: (i) Technical capability of the offeror- Offeror shall be experienced in conducting wildland fire management symposiums and be fully familiar with the wildland fire management problem in the USA and Europe; (ii) Price; (iii) Past Performance ? Demonstrated recent past ability of the offeror to perform satisfactorily on contracts of comparable size containing similar terms and conditions. References are required, including (a) name(s) of customer(s) with which the offeror has contracts, include at least two points of contact and phone numbers; (2) type of contract, cost of contract and brief description of work performed. Technical and past performance, when combined, are approximately equal to cost or price. 52.212-3 ? Offeror Representations and Certifications?Commercial Items; 52.212-4 Contract Terms and Conditions?Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders?Commercial Items.
