Description
National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Office of Coastal Research Management (OCRM), intends to award a Simplified Acquisition on a sole source basis to REEF Environmental Education Foundation, P.O. Box 246, Key Largo, FL 33037. REEF, a 501(c)(3) non-profit organization will not create duplication of costs to the Government, and is dedicated to protecting the marine environment. REEF implements a Fish Survey Project providing training to divers thus enabling these volunteer divers to collect fish sighting information during recreational dives. The survey information represents a valid set of information by the resource management and conservation communities. The data is including in an annual report and entered into REEF database for free access. This synopsis is prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The purpose of this synopsis is to determine if any other source(s) are able to provide the services outlined herein and (2) announce the Government's intent to solicit REEF on an other than full and open competition basis if no other responsible source is identified. ADDING ALL responsible sources may submit a response, which, if received timely, must be considered by the agency. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. The associated North America Industry Classification System is 541620. A firm is a small business for the purpose of this requirement if it size standard is $6 million. The period of performance shall be from award to June 30, 2003. The Federal Acquisition Regulations (FAR) web site is www.arnet.gov/far/loadmainre.html. The provision at FAR 52.212-1, Instructions to Offerors-Commercial applies to this acquisition and there are no addenda to this provision. The provision at FAR 52.212-2 Evaluation-Commercial Items (JAN 1000) applies. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. FAR clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition and there are no addenda to this provision.
