- SIMPLIFIED ACQUISITION PROCEDURES DATE: JULY 25, 2002 REQUISITION NO: 02R000184 INTENDED SOURCE: ASSOCIATION OF TEACHERS OF PREVENTIVE MEDICINE (ATPM) PERIOD OF PERFORMANCE: DATE OF AWARD THROUGH TWELVE MONTHS PURPOSE: THE DEPARTMENT OF HEALTH AND HUMAN SERVICES, OFFICE OF PUBLIC HEALTH SERVICES, AGENCY FOR HEALTHCARE RESEARCH AND QUALITY (AHRQ) , THROUGH THE PROGRAM SUPPORT CENTER, PLANS TO AWARD A SOLE SOURCE SIMPLIFIED ACQUISITION TO THE ASSOCIATION OF TEACHERS OF PREVENTIVE MEDICINE. CLOSING DATE IS AUGUST 8 , 2002. THE SPECIFIC OBJECTIVE OF THIS PROCUREMENT IS TO PROVIDE AN OPPORTUNITY FOR PREVENTIVE MEDICINE RESIDENTS TO GAIN PRACTICAL EXPERIENCE IN SECONDARY DATA DEVELOPMENT AND ASSESSMENT, TO PARTICIPATE IN DRAFTING HEALTH POLICY PAPERS, AND TO CONTRIBUTE TO WORK OF THE U.S. PREVENTIVE SERVICES TASK FORCE (USPSTF). ATPM WILL IDENTIFY QUALIFIED RESIDENTS TO PARTICIPATE IN THE ROTATIONS AVAILABLE AT AHRQ. PARTICIPANTS WILL CARRY OUT THEIR ROTATIONS IN THE CENTER FOR PRACTICE AND TECHNOLOGY ASSESSMENT UNDER THE SUPERVISION OF THE DIRECTOR OF AHRQ?S CLINICAL PREVENTIVE SERVICES PROGRAM. SOLE SOURCE DETERMINATION IS BASED UPON THE CONTRACTOR?S EXPERIENCE AND EXPERTISE IN COORDINATING RESIDENCY ROTATIONS AT THE NATIONAL LEVEL THROUGH IT?S COOPERATIVE AGREEMENT WITH THE OFFICE OF DISEASE PREVENTION AND HEALTH PROMOTION(ODPHP). ATPM?S UNIQUE MISSION IS OF ADVANCING THE TRAINING OF HEALTH PROFESSIONALS IN DISEASE PREVENTION AND HEALTH PROMOTION. ATPM HAS A BROAD BASE OF CONTACTS IN THE FILED OF PUBLIC HEALTH AND A DIVERSE MEMBERSHIP DESIGN. ATPM ALSO HOLDS A UNIQUE RELATIONSHIP WITH THE ?PREVENTIVE MEDICINE RESIDENCY PROGRAMS?. ATPM HAS WORKED WITH FEDERAL AGENCIES FOR MORE THAN 15 YEARS TO OFFER PRACTICAL TRAINING OPPORTUNITIES FOR PROFESSIONALS IN PREVENTIVE MEDICINE AND PUBLIC HEALTH. THE PROPOSED SIMPLIFIED ACQUISITION IS FOR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE (FAR 6.302-1). A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED SIMPLIFIED ACQUISITION BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. CONTRACTORS MAY FORWARD CAPABILITY STATEMENTS TO THE REFERENCED ADDRESS.
