Description

The Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Mental Health Services, Office of the Associate Director for Organization and Financing (ADOF), through services provided by the HHS/Program Support Center intends to award a one year, sole source, simplified acquisition to the American Psychological Association (APA). APA is the largest scientific and professional organization representing psychology in the United States. Its membership includes more than 145,000 professional psychologists. With the Association's professional staff, APA is the only organization uniquely qualified to provide technical assistance and educational materials concerning ADOF and SAMHSA-generated information on mental health service to its membership. APA can ensure that these activities do not duplicate related efforts currently being provided and also ensure that materials and training are coordinated with other services that it provides for its membership. At this time, the Government knows of no other organization qualified to undertake this procurement. This is not a request for competitive proposals. Award will be made utilizing simplified acquisition procedures in accordance with FAR 13.106-1(b). No solicitation is available for this requirement. Interested concerns may submit a capability statement within 15 days after the publication date of this notice. All timely responses will be considered, however, a determination by the Government not to compete this requirement based upon the responses received is solely within the discretion of the Government.
