- SIMPLIFIED ACQUISITION PROCEDURES DATE: JULY 25, 2002 REQUISITION NO: 02T025028 INTENDED SOURCE: NATIVE AMERICAN MENTORING ENTERPRISE (NAME) PERIOD OF PERFORMANCE: DATE OF AWARD THROUGH FOUR AND A HALF MONTHS PURPOSE: THE DEPARTMENT OF HEALTH AND HUMAN SERVICES, OFFICE OF PUBLIC HEALTH SERVICES, OFFICE OF MINORITY HEALTH , THROUGH THE PROGRAM SUPPORT CENTER, PLANS TO AWARD A SOLE SOURCE SIMPLIFIED ACQUISITION TO THE NATIVE AMERICAN MENTORING ENTERPRISE. CLOSING DATE IS AUGUST 8, 2002. THE SPECIFIC OBJECTIVE OF THIS PROCUREMENT IS TO IMPLEMENT AN INNOVATIVE MENTORSHIP PROGRAM FOR YOUNG NATIVE AMERICANS THAT BEGINS IN THE 7TH GRADE AND CONTINUES THROUGH THE 12TH GRADE. THE PROGRAM INCLUDES A LIFE-CHANGING SUMMER RETREAT HELD ON THE CAMPUS OF A TRIBAL COLLEGE. THESE CAMPS ARE DESIGNED TO HELP STUDENTS TO BE SUBSTANCE-FREE, SET AND ACHIEVE BOTH SHORT-TERM AND LONG-TERM GOALS, IMPROVE ATTENDANCE AND GRADES IN SCHOOL, AND AIM TO BECOME LEADERS WITHIN THEIR HOMES, SCHOOLS, COMMUNITIES, AND TRIBES. EACH YEAR OF THE CAMP WILL HAVE A SEPARATE CURRICULUM THAT BUILDS ON THE PREVIOUS YEARS. STUDENTS IN THE THIRD YEAR WILL BEGIN A LEADERSHIP TRAINING WHICH WILL PREPARE THEM TO SERVE AS MENTORS AND COUNSELORS FOR FUTURE PARTICIPANTS. SOLE SOURCE DETERMINATION IS BASED UPON THE CONTRACTOR?S EXPERIENCE AND EXPERTISE IN INSTRUCTION AND TRAINING OF NATIVE AMERICAN TEENAGERS. NAME PROVIDES SUMMER CAMPS THAT HELP FACILITATE THE LEARNING AND ABSORPTION OF LIFE SKILLS AND HABITS. THE CAMPS STARTED IN ARIZONA BUT AS THE PROGRAM DEVELOPS IT WILL EXPAND INTO OTHER STATES WHERE THERE ARE LARGE ENOUGH NATIVE AMERICAN POPULATION. NAME PROVIDES DEDICATED, SKILLED, AND COMMITTED PEOPLE WHO CARE DEEPLY FOR NATIVE AMERICAN TEENAGERS AND WHO WILL PROVIDE A LIFE-CHANGING PROGRAM FOR THEM THROUGH TRAINING, MENTORING AND CAMP ACTIVITIES. THE PROPOSED SIMPLIFIED ACQUISITION IS FOR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE (FAR 6.302-1). A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED SIMPLIFIED ACQUISITION BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. CONTRACTORS MAY FORWARD CAPABILITY STATEMENTS TO THE REFERENCED ADDRESS. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSES OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT.
