Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, No FA4416-01-R-0029 is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-07. The NAIC code is 561710 and the size standard is $6.0 million. This is a 100% Small Business Set-Aside. If there is no offers received from a small business concern, this acquisition for small business set-aside may be dissolved and the acquisition open to all responsive bidders. NOTE: This acquisition will not be reposted to the Electronic Posting System if the acquisition is dissolved for 100% small business consideration. This solicitation contains two line item as follows: CLIN 0001 Remove all existing birds and nests from the center ceiling of buildings 1734 and 1754 (____ x 1 Lot = ____ Total. CLIN 0002: Install polypropylene twine netting throughout the center section of the ceiling in buildings 1734 & 1754 and install netting on the hangars north and south side walls that will prevent birds from nesting. Each area is approximately 250? x 125x and extends from the center firewall to the east center firewall. The netting shall also extend vertically up the sides of the hangar walls along the center section of the hangar from the east and west center firewalls but shall not obstruct the use of the aircraft tail doors or the catwalk areas. The netting shall extend to the bottom of each light fixture while allowing access to change bulbs in each fixture. The netting shall not saga and must form to the contours of the ceiling and wall area. The workmanship shall be warranted for (1) one year after the date of completion and the materials shall be warranted for 10 years. All required materials and equipment must be provided by the contractor. ( ______ per Bldg x 2 Bldgs =______ Total). Grand Total______. FOB Destination. The provision at FAR 52.212.1, Instructions to Offerors, applies to this acquisition, with an addendum. Multiple offerors and awards are hereby deleted from this solicitation. The offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offers. Written proposal should be limited to 3 page to include the Offeror Representation and Certifications. The provision at FAR 52.212.2, Evaluation of Commercial Items applies to the acquisition. The award will be based upon price and performance trade off (PPTO) in accordancne with FAR Part 15. This is a competitive best value source selection in which competing offerors' past performance history will be evaluated on a basis significantly more important than price considerations. The evaluation process shall proceed as follows: Initially offers shall be ranked according to price, including any option prices if applicable and shall be evaluated for completeness, reasonableness and competitiveness. An offer proposed price would be determined by multiplying the quantities identified in the pricing schedule by the proposed fixed unit price by contract line item number to confirmed the extended amount. The Government reserves the right to enter into and agreement with other than lowest offeror. Using questionnaires, the contracting officer shall seek performance information on the lowest priced offerors (usually the lowest three to five based on (1) the references provided by the offeror and (2) data independently obtained from other Government and commercial sources. Generally, the contracting officer shall not seek information on the evaluated higher priced offers unless it is determined none of the lower priced offers are acceptable for award. Past performance regarding predecessor companies, key personnel who have relevant experience, or sub-contractors that will perform major or critical aspects of the requirement will/will not be rated as highly as past performance information for the principal offeror. Offerors with no relevant past or present performance history shall receive the rating "none," meaning the rating is treated neither favorably nor unfavorably. If the lowest priced evaluated offer is judged to have an exceptional performance risk rating, that offer represents the best value for the Government and the evaluation process stops at this point. Award shall be made to that offeror without further consideration of any other offers. The Government reserves the right to award a contract to other than the lowest priced offer if that offeror is judged to have a performance risk rating of "very good" or lower. In that event, the contracting officer shall make an integrated assessment best value award decision. The government intends to enter into and agreement without discussions, nevertheless, the government may communicate with an offeror in order to clarify or verify information submitted in its offer. The Government, however, reserves the right to conduct discussions if deemed in its best interest. Communication conducted to resolve minor or clerical errors will not constitute discussions and the contracting officer reserves the right to award a contract without the opportunity for proposal revision. Offerors must submit a completed copy of the provision at FAR 52.212-3, Offeror Representation and Certifications Commercial, with its offer. The following clauses apply to this solicitation: FAR 52.212.4, Contract Terms and Conditions Commercial Items, with addendum; 52.212-3, Notice to Supplier and 52.232-18, Availability of Funds. FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders Commercial Items (Deviation), DFARS 252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items and DFAR 252.204-7004 Required Central Contractor Registration apply to this solicitation. Service Contract Act Wage Determination Number 1994-2103 Revision 26, 05/29/202 is incorporated into this solicitation and any resultant contract. DPAS rating for this solicitation is S10. All offers must include bid schedule, offeror representation and certifications commercial, and names of three to five references. The Government will evaluate the quality and extent of offeror's experience deemed relevant to the requirements of this RFP. The Government will use information submitted by the offeror and other sources such as other Federal Government offices and commercial sources, to assess experience. Provide a list of no more than 3 to 5 of the most relevant contracts performed for Federal agencies and commercial customers within the last 3 years. Relevant contracts include, but are not limited to, installing polypropylene twine netting. The evaluation of past performance information will not take into account past performance information regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to the instant acquisition.
