- NA The Installation Business Office-Contracting (IBO-C) is soliciting proposals for the purchase two (2) Under Vehicle Surveillance System and one (1) Tire Deflation/Vehicle back up prevention device, to include installation and training on the aforementione d equipment. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitatio n; proposals are being requested and a written solicitation will not be issued. The solicitation is a request for proposal (RFP), solicitation number DAKF40-02-R-0008. The solicitation document and incorporated provisions and clauses are those in effect under Federal Acquisition Circular 2001-07. The provisions and clauses may be downloaded at http://www.arnet.gov/far. The requirement is a 100% Small Business Set-Aside. The NAICS code is 561621, with a $10.5 million size standard. As authorized under F AR Subpart 13.5, simplified procedures will used to evaluate offers and award a contract. The requirement has three line items. The line item numbers, descriptions, quantities, and units are as follows: Line Item 0001: Quantity 2 each; Under Vehicle Su rveillance Systems. Systems to include: nine (9) High NTSC Resolution color cameras, Sixteen (16) foot lane for wide trucks, twelve (12) high-output lamps (lamp life must have 10,000 hour minimum life), cable protection system, air-wash-system (to clear ra in and debris from camera lens), rust resistant materials, scratch-free camera lenses, and large screen display. Line Item 0002: Quantity 1 each; Tire Deflation/Vehicle back up prevention device. Mobile System. Thirty (30) feet in length, stand alone, rem ote control operation (with secure radio signal capable of operating system at not less the eighty (80) meters), rechargeable heavy-duty battery (minimum of 200 operations per charge). Line Item 0003: Quantity 1 Lump Sum; Transportation, Installation (in cluding all tools supervision, and installation supplies), Testing, On-site Training for Government personnel on full operation of system, Manuals (Manufacture Manuals, Operations Manuals, wiring diagrams), One (1) year warranty on all parts and labor. Th e equipment specified in Line Items 0001 and 0002 are to be delivered and installed at the Knox Street/Bragg Blvd Truck Inspection Station, Fort Bragg, North Carolina within 60 days of contract award. The FAR/DFARS provisions and clauses as follows apply to the acquisition: FAR 52.212-1, Instructions to Offerors, Commercial Items. Offers shall be submitted on the SF 1449. Offeror prices shall be submitted on the Schedule of Supplies and Services. Offerors may download the SF 1449 and the Schedule of Su pplies and Services at the IBO-C website provided at the end of this synopsis/solicitation. FAR 52.212-2, Evaluation, Commercial Items. The evaluation factors are price and technical capability. Technical capability will be determined by the Government during the technical review. Offerors shall submit descriptive literature, technical features, proposed delivery and installation dates, proposed training, and warranty provisions. The contract award will be made to the responsible offeror whose offer co nforms to the solicitation requirements and provides the best value to the Government. FAR 52.212-3, Offeror Representations and Certifications, Commercial Items and DFARS 252.212-7000, Offeror Representations and Certifications, Commercial Items, are app licable to this requirement. Offerors shall include a completed copy of the aforementioned Representations and Certifications with proposals. FAR 52.212-4, Contract Terms and Conditions, Commercial Items. FAR 52.212-5, Contract Terms and Conditions Requ ired to Implement Statues or Executive Orders, Commercial Items. In addition to the clauses in paragraph (a), the following clauses in paragraph (b) of the cla use apply: 52.222-21; 52.222-26; 52.222-35, 52.222-36; 52.222-37; 52.232-33; and 52.239-1. DFARS 252. 212-7001, Contract Terms and Conditions Required to Implement Status or Executive Orders Applicable to Defense Acquisitions of Commercial Items, with th e following clauses in paragraphs (a) and (b) applicable: 52.203-3, 252.225-7001, 252.225-7012, 252.243-7002, and 252.247-7024. In addition to the above, the following DFARS provisions and clauses apply: 252.204-7004; 252.209-7001; 252.225-7000, and 252 .246-7000. Numbered Note 1 applies to the solicitation. Proposals must be submitted in hard copy and shall include the following documents: (1) SF 1449 signed by an individual authorized to bind the company; (2) the Schedule of Supplies and Services indi cating the proposed price of each line item; (3) a statement reflecting the proposed delivery and installation dates; (4) the descriptive literature and technical features of the equipment proposed and the warranty provision; (5) narrative text to describ e the proposed on-site equipment training; (6) completed representations and certifications; and (7) a statement to acknowledge any amendments to the solicitation. Amendments, if any, will be published in the Army Single Face to Industry (ASFI) web page a nd posted to the IBO-C web site. Proposals shall be submitted to Headquarters, XVIII Airborne Corps and Fort Bragg, Installation Business Office-Contracting (Building 1-1333), ATTN: Michael Willis, Post Office Drawer 70102, Fort Bragg, North Carolina 28 307-0120.
