Description
The Bureau of Land Management ( BLM) anticipates issuing an Indefinite Delivery/Indefinite Quantity contract for Base Year plus 4 Option Years and is seeking a qualified firm or team to provide A/E services. The minimum guarantee will be $50,000 and the maximum is $10,000,000 for the life of the contract. The proposed project involves structures, utilities, site development, exhibits, and amenities necessary for developing a new visitor center for the Red Rock National Conservation Area (RRNCA), located in Clark County, NV. While the major undertaking of this contract involves the planning, design, and construction assistance of the faciliites at the Red Rock NCA, other BLM projects and undertakings throughout NV may also be accomplished through this contract. Anticipated services consist of project programming, schematic design, design development, construction documents, construction assistance, and miscellaneous supplemental services. This development will consist of utilities, electrical, water, sewage, plumbing, security, HVAC, roads, trails, parking drainage, landscape features, site, building and interpretive facility. The project is expected to require the services of architectural, structrual, mechanical, electrical, civil, landscape architectural, interpretive planning and exhibit design expertise, as well as, related support disciplines. Work requires the design team coordinate with various private, state and federal entities, as well as, react to exiting and future studies. Tasks may include the following: a) Pre-Title I Services - site investigations, surveys, geo-technical, cultural, and environmental studies, b) Title I Services - Schematic Design and Design Development: concept development, code research and analysis, design development, design analysis, cost estimating, energy/life cycle/value analysis, visual simulation, and other supplemental services as needed, c) Title II Services - Construction Document Development: preparation of working drawings, construction specifications, qualify assurance/review, constructability analysis, construction costs estimating, and other supplemental services as needed, d) Title III Services - Construction Support: consultation, inspection, review of shop drawings and submittal, preparation of project modifications, and other supplemental services as needed. The following criteria in descending order of importance, will be used in the evaluation of the prospective firms: 1) Demonstrated experience and technical competence of the team in successfully completing recent projects of a similar type, complexity, and conditions as those anticipated, 2) Ability of team to produce creative, site-responsive, environmentally appropriate, design solutions and construction documents, 3) Ability of team to communicate, coordinate, and facilitate tasks expeditiously; producing complete and well-ccoordinated products, 4) Demonstrated capacity and ability to provide "best-value" solutions and keep within established schedule and budget, 5) Professional qualifications and specific project experience of the individual team members. Firms that fully meet the requirements described in this announcement are invited to respond by submitting a letter of interest and Standard Form 254 (firm(s) specific) and Form 255 (team specific). Submission of additional support information is encouraged, but only to the extent that it substantiates the relevant projects and experience specific to this particular undertaking. Submissions should be concise, and firms submitting should convey their sensitivity to resource values and environmentally prudent design principles. Responses must be received on or before close of business, 4:00PM, Wednesday, August 28, 2002.
