99--Interpretive signs. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only soliciation; quotes are being requested and a written solicitation will NOT be issued. AAQ020010 is issued as a Request for Quotations and incorporates the following provisions and clauses. Upon request, the Contracting Officer will make the clauses/provisions available in full text. Also, the full text may be accessed electronically at the following address: http://www.arnet.gov/far/ FAR 52.212-01 Instructions of Offerors-Commercial Items, FAR 52.212-02 Evaluation-Commercial Items, FAR 52.212-03 Offeror Representations and Certifications-Commercial Items, FAR 52.212-04 Contract Terms and Conditions-Commercial Items, FAR 52.212-05 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, 9.1510.37 Electronic Funds Transfer Payments, (a) Payment under this contract will be made by the Government by electronic funds transfer (through the Treasury Fedline Payment System (FEDLINE) or the Automated Clearing House (ACH)), (b) After award but no later than 14 days before an invoice or contract financing request is submitted, the Contractor shall designate a financial institution for receipt of electronic funds transfer payments (SF 3881), and shall submit this designation to the following address: Bureau of Land Management National Business Center, BC-630 Denver Federal Center, Bldg. 50, PO Box 25047, Denver, CO 80225-0047. Line Item 1 (One), Quantity, 1 JOB, Total $_________________, Provide all supplies, equipment, personnel, and incidentals necessary to design, illustrate, and fabricate thematic interpretive panels for the Painted Rock Petroglyph Site and Campground located approximately 23 miles west of Gila Bend, Arizona, Bureau of Land Management, Phoenix Field Office. The work to be performed on this project will be to design, illustrate, and fabricate thematic, coordinated interpretive exhibit panels using digital format on laminated materials. The panels will utilize a creative blend of text, graphics, and colors. The total number of panels to be designed is 11 to 14. Spare backup panels will be fabricated at the same time, bringing the total number of fabricated panels to 22 to 28. The subject of each of the sign panels will be as follows: Welcome sign and discussion of amenities; Etiquette sign or signs in English, Spanish, and O'odham; Archaeologists' perspective on the petroglyph site with culture history and context; Native American perspective of the site; Petroglyphs and the stories they tell; Juan Bautista de Anza National Historic Trail in Spanish language; Transportation history within the regional context; Butterfield Stage Trail; Mormon Battalion Trail; The Gila River as the life line in the desert; Geology of the Painted Rock Area (Gila River, Sentinel Plain Lava Flow, and Painted Rock Mountains). Design Phase: 1) The Contractor will prepare texts for the sign panels; 2) The Contractor will design panels measuring 36" h x 24"w on two sides, but will have one curved side on the top edge. The sign panels will be oriented in the horizontal or "landscape" position; 3) The mounting system shall coordinate with the natural landscape as well as the concrete sign-viewing stations present on the site. Mounts will be low-profile and will display the panels at an angle for easy viewing; 4) The Contractor will coordinate closely with BLM staff through the duration of the project, per the developed time line and schedule; 5) The Contractor will conduct all necessary research of existing documents to become familiar with previous project recommendations and identified resources. Existing resources, including the Butterfield Overland Route Interpretive Master Plan (1995) shall be reviewed. The Contractor is expected to supplement existing research, identified resources, and staff recommendations for text and graphics with their own knowledge and research to enhance the product. A list of agency and outside resource specialists will be provided to the Contractor by the Bureau of Land Management; 6) Although the primary language on the sign panels will be English, the Contractor will incorporate Spanish translations for all, or selected portions of panel texts. Text selection for translation will be done in consultation with BLM. ONE (1) of the signs will be a Spanish language version of an existing sign design that has been prepared in digital format by BLM staff; 7) The Contractor will incorporate O'odham language and an English translation as the texts on the one sign panel addressing the Native American perspective. Text and design may be provided by our Native American partners; 8) The Contractor shall design all signs to be ADA compliant per angle of view, text size, and access. Illustration Phase: 1) The Contractor shall do research and develop camera ready or digital artwork (line, half-tone art, or water color) and any original artwork or illustrations needed to convey the message and accurately portray the storyline of the panel. Unless prior arrangements are made, all original artwork generated for the project will become the property of the BLM. Future reproduction rights associated with the original artwork used in this project will become the property of the BLM; 2) The Contractor will generate or select and secure reproduction rights for appropriate illustrations and/or photographs; 3) The Contractor will use only the official agency, area, and site logos; 4) The Contractor will develop conceptual design and draft layout based on approval of conceptual design. A color comp/color swatches/pantone numbers for each panel should be provided for review; 5) The contractor will send THREE paper copies of items to be reviewed; 6) The contractor shall provide final paper proofing copies of the camera-ready art and panel, before final production. The proofs shall effectively and accurately show the final layout, colors, and photographic quality of each sign. Fabrication Phase: 1) Develop final design. Final design and fabrication is contingent upon approval of draft sketches and layout, a) Perform mechanical preparation, and fabricate. All modifications or changes will be provided at no additional expense, b) Ink colors must be clean and the agreed upon colors should not fade, bleed, or change dramatically. All panel faces shall be free of visual blemishes and discoloration, c) All panels shall have the strongest ultra-violet ray (UV) protection coatings or ingredients possible, with at least a 10-year span of product durability, d) Each of the panels shall have a spare backup panel fabricated at the same time; 2) Design of panels shall allow space for aesthetic mounting of sign; 3) Design and fabricate mounting assembly as needed for signs, a) Mounts shall be color toned to compliment the existing color scheme at the site, b) All mounting assembly supports shall be strong enough to discourage vandalism. Mounting systems will have flush hex type vandal resistant screws/bolts, or other vandal resistant type of mounting system, c) All signs will be low-profile mounts with a lectern angled viewing surface; 4) Upon completion of the project, the contractor will provide BLM with the digital layout from each panel on ZIP disk(s) as additional backup and for the purpose of reproducing the signs again, when needed. All digital versions of the original artwork and layout will become the property of BLM; 5) Five government reviews will be completed, partial payments will by initiated upon successful completion of the 40% and 60% review. Government-provided Materials: 1) A copy of the Butterfield Overland Route Interpretive Master Plan2) Some draft text ideas and direction for each sign panel; 3) Reasonable access to government resource files and materials such as photographs, maps, and to staff members during normal business hours; 4) Agency and partner logos in electronic format. All materials furnished by BLM must be returned at the contract completion, preferably along with the deliverables. Coordination-Key participants in developing the design will be the BLM staff involved in managing the resources at and near the Painted Rock site and will include the archaeologists, recreation planners, geologists, biologists, and resource advisors. Following the contractual portion of the pre-work conference, an initial coordination meeting will be held with the BLM staff involved with the site at the Phoenix Field Office to identify themes, resources, concerns, preferences, and technical directions. This same group will review materials and be available for the Contractor's presentation of results. The site can be accessed by traveling along Interstate 8 to Exit 102, Painted Rock Dam Road, approximately 12.5 miles west of Gila Bend. After taking this exit, one may travel north on Painted Rock Dam Road 10.7 miles to Rocky Point Road. Painted Rock Petroglyph Site and Campground is 0.6 miles west of Painted Rock Dam Road on Rocky Point Road. All roads are paved up to the driveway of the site, and this is a well maintained gravel surface. A pre-work conference will be held at the Phoenix Field Office, 21605 N. 7th Ave, Phoenix, Arizona 85027. The contractor will be notified of the date, time, and location. The purpose is: 1) to discuss details of contract performance, technical and administration clarification, provide government materials; and 2) initiate coordination work with team members and to begin concept development. A field trip to the Painted Rock Petroglyph Site and Campground will follow the pre-work session. Travel includes a pre-work conference at the Phoenix Field Office and a site visit to the Painted Rock Petroglyph Site and Campground. Also, a face-to-face presentation session is required at the 40% completion level. Upon final payment, possession, ownership and title to the interpretive panels, final digital layouts, mounts, associated meeting notes, and draft materials will belong to the Government. No materials or depictions shall be reused by the Contractor without Government approval, and Contractor will further adhere to Rights in Data and Publication. Products shall be packed to prevent damage during shipping. Any products created by other suppliers shall be shipped to the BLM office. The allowable contract time for this project is 335 calendar days after the Notice to Proceed is issued. Deliverables-The Contractor will provide the following items at the completion of the contract: 1) Two (2) copies of each of the final panels fabricated; 2) Digital layouts on ZIP discs containing all of the panels; 3) Exhibit mounts that fit the panels and associated hardware; 4) Original artwork; 5) All camera-ready and digital materials. Place of Delivery - Products will be delivered/mailed (certified) to the Phoenix Field Office, 21605 North 7th Avenue, Phoenix, Arizona 85027, and marked to the attention of the Contracting Officer's Representative, Cheryl Blanchard. Ms. Blanchard can be reached at 623-580-5676 for technical questions. It is up to the Contractor to ensure that the firm's required submittal dates are met and that the product is received undamaged.
