Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.-The Request for Quotation (RFQ) is 02SQ810556 and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-07.-This procurement is a total small business set-aside; NAICS Code is 334513 and the small business size standard is 500 employees. All qualified responsible business sources may submit a quote and quotes shall include the business size. This procurement is being conducted under the Simplified Acquisition Procedures. The Bureau of Reclamation has a requirement for one thermal imaging and measurement system, including battery, 12-inch telescopic lens, Windows-based integrated software/hardware custom report generating package, and manufacturer Infrared Level I, II and III training and certification. The system must possess the following: (1) radiometric JPEG image storage for loading directly into Windows programs without requiring additional software; (2) scan/integrate at the standard video rate of 60 Hz; (3) integral visible light camera for visible image capture; (4) 30 seconds of digital voice storage with each image; (5) storage of 50 radiometric JPEG images internally and a minimum 200 radiometric JPEG images storage to a compact flash card; (6) radiometric focal plane array, uncooled microbolometer; (7) minimum 300 x 200 pixels resolution; (8) long-wave spectrum 9 to 12 um; (9) measure from 0 degree C to 500 degree C; (10) calibration capability up to 2000 degree F; (11) minimum of +/-2 degree C or +/-2% accuracy; (12) minimum .06 degree C or better at 30 degree C; (13) IR digital image data minimum of 14 bits; (14) IR system with autofocus; (15) ability to select and edit a minimum of ten text and label values directly in the field from a user pre-defined list of relevant text selections and storage with each IR Image; (16) class 2 sport identification laser; (17) color viewfinder; (18) provide for LCD display and viewfinder usage simultaneously; (19) battery power and disk storage capacity LCD display on camera; (20) field replaceable battery with minimum usage of 2 hours; (21) battery operation for minimum of 4 hours; (22) battery charger with capability of charging 2 batteries simultaneously; (23) ability to charge battery inside camera; (24) operate from -15 degree C to +50 degree C (5 degree F to 122 degree F); (25) weigh less than 4.5 lbs. including battery; include a solid metal casing in accordance with IEC 529; (26) completely sealed and suitable for harsh environments with an IP 54 enclosure rating; (27) rated for at least a 25G-shock rating; (28) have a delta mode for measuring the temperature difference between two spots; (29) be able to measure 10 spots and 5 areas simultaneously; (30) have a precustomized drop down list of emissivity values for common materials to be inspected; (31) multilingual user interface; (32) have both wide angle and telephoto lenses; (33) Windows-based image analysis and report generation program; (34) wizard-guided for generating professional reports; (35) ability to format single and multi-page reports; (36) perform detailed image analysis and trending; (37) ability to drag and drop images directly from PC card to the report generation software; (38) include automatic insertion of report text embedded with the IR image into the report; (39) include automatic insertion of analysis functions and voice comments embedded with the IR image into the report. One thermacam infrared radiometer must include: (1) ability to scan/integrate at a standard video rate of 60 Hz; (2) storage capability standard JPEG image for loading into Windows programs; (3) capable of downloading images directly into a PC via a USB cable; (4) weigh less than 2 lbs. including battery; (5) laser locator; (6) FPA uncooled microbolometer; (7) operate in long-wave spectrum (7.5 to 13 um); (8) minimum 300 x 200 pixels; (9) measure -20 degree C to at least 250 degree C (-4 degree F to at least 482 degree F); (10) minimum of +/- 2 degree C or +/- 2% of reading; (11) NETD of .12 degree C or better at 30 degree C and a scan rate of 60 HZ; (12) IR digital image data with a minimum of 16 bits; (13) capability to store 50 or more images directly to an internal memory; (14) software to transfer images via a USB cable directly to a laptop or desktop computer; (15) have a 2.5" LCD or better; (16) field replaceable battery with a 1.5 hour capacity; (17) capability to charge a battery inside the camera; (18) battery charger capable of charging at least 2 batteries at a time; (19) operate from -15 degree C to +45 degree C (5 degree F to 113 degree F); (20) use a sold metal casing in accordance with IEC 529; (21) environmentally sealed and suitable for harsh environments with a IP54 enclosure rating; (22) rated for at least a 25 G shock rating; and (23) have a movable spot. Delivery and acceptance will be no later than September 30, 2002, FOB destination, at the Bureau of Reclamation, Denver Federal Center, Bldg. 810, Entrance N-9, Alameda & Kipling Streets, Denver, CO. The following provisions are applicable to this acquisition: 52.212-1, Instructions to Offerors - Commercial. The Government will evaluate quotations received in response to the solicitation based upon the total price bid. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer.-The following clauses are applicable to this acquisition: 52.212-4, Contract Terms and Conditions-Commercial Items; 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, including Paragraphs (b) 11, 12, 13, 14, 15, 16, 18, 21, and 25.-Full text of clauses are available at www.arnet.gov/far.
