Description
The Naval Air Warfare Center Aircraft Division (NAWCAD) Patuxent River, St. Inigoes (Code 4.5.8) has a requirement for software generation, test and evaluation, and computer operation services for the Air Traffic Control (ATC) Systems Division. This contract requires services in support of the Fleet Area Control and Surveillance Facility (FACSFAC) Air Control Tracking System (FACTS), FACSFAC Scheduling System (FACSKED), Automatic Carrier Landing Systems (ACLS), and United States Marine Corps Air Traffic Control (USMCATC). FACTS services shall include support for the FACTS 3200, AN/FYK-17(A) & (B)(V), built with CCC 3200 series processors, the Graphic-7 display system, OJ-488, and the OJ-753/U display system. FACTS services shall also encompass systems and displays, such as the Standard Terminal Automation Replacement System (STARS), the Sanders STARCON II, the New Technology Radar Display (NTRD) and Telephonics Multiple Tracking Radar and Control System (MTRACS) Display Console, to which the user sites may transition to during the life of this contract. FACTS services may also encompass a FACTS upgrade using 32 bit or larger processing equipment. FACSKED services shall provide support for the original system, AN/FYK-23, programmed using DD Query database management system software, and shall also encompass software development for a FACSKED upgrade, such as either NAVSKED, a PC-based scheduling system in development at NAWCAD, or a FACSKED upgrade using 32 or 64 bit processing equipment. The majority of work shall be performed on-site at NAWCAD St. Inigoes; however, the contractor may occasionally be required to perform at times at its local off-site facility and shall be required to travel to various equipment installation sites. The following locations are listed, but shall not be limited to, sites that may require travel efforts: FACSFAC Jacksonville, Naval Air Station (NAS) Jacksonville, FL; FACSFAC San Diego, NAS North Island, CA; FACSFAC Virginia Capes (VaCapes), NAS Oceana, VA; FACSFAC Pearl Harbor, Naval Base Ford Island, HI; NAS Fallon, NV; Utah Air National Guard, 299th Range Control Squadron, Hill Air Force Base, UT; NAS Whidbey Island, WA; Atlantic Fleet Weapons Training Facility, Naval Station Roosevelt Roads, Puerto Rico; NAS Pensacola, FL; NAS Kingsville, TX and Marine Corps Air Station (MCAS), Yuma, AZ. The government estimates one trip to each site per year. The contract type will be Indefinite Delivery, Indefinite Quantity. The period of performance will include one (1) base year and four (4) option years with an estimated start date of 1 February 2003. The estimated Level of Effort is 472,800 hours. This is a follow-on procurement to N00421-97-C-1336 awarded to Lockheed Martin Corporation, Naval Electronics and Surveillance - Tactical Systems. However, there is a requirement that 10% of the estimated level of effort for the resultant contract be set-aside for small business concerns. The basis of award of the resultant contract will be on the Best Value to the Government, cost and technical factors considered. Technical evaluation factors will include technical approach, past performance, personnel, and management approach. All potential offerors must have or be able to obtain a ?Secret? facility clearance.
