Description
The purpose of this synopsis is for the Naval Air Systems Command to announce its intent to negotiate on a sole source basis with B.F. Goodrich, 25401 N. Central Avenue, Phoenix, AZ 85027 for the design, development, test, and evaluation of inflatable technologies to improve restraint and stability of the current B.F. Goodrich SIIIS ejection seat system (originally manufactured by Universal Propulsion Company, now a wholly-owned subsidiary of B.F. Goodrich) on the T/AV-8B aircraft to reduce aircrew risk of injury during ejection . Development of a systems specification, manufacture of inflatable restraint concepts, demonstration testing, configuration control and management; integrated logistics and engineering support; systems safety, reliability and maintainability; quality assurance; and technical data will also be procured under the contract. The SIIIS, T/AV-8B ejection seat system shall be used as the primary platform for integration; however design trades will be conducted to aid in integration of these technologies into other Navy ejection seat equipped aircraft with a wider range of anthropometric cases. Tasking will be performed in 3-phases. Phase I shall consist of the concept definition and concept demonstration testing, Phase II shall consist of concept maturation, integration and subsystem qualification and Phase III shall consist of the final qualification full system testing/LRIP. A Cost Plus Fixed Fee contract is anticipated for a base year and three (3) one-year options. As the sole designer, developer, and manufacturer of the SIIIS escape system, only B.F. Goodrich has the requisite knowledge, technical expertise, seat system integration knowledge, required technical data, production tooling, facilities, and experience necessary to properly integrate and manufacture the improvements needed.
