- Description
- Description of Work: a) Base Contract This project will install new high and low voltage switchgears at the Hospital Energy Center. New dual-rated pad-mounted power transformers will be installed south of the energy center building.The changes will upgrade the capacity and condition of the normal power distribution for the hospital.The new system, which includes the primary and secondary selection, will increase reliability and insure adequate capacity to handle the existing loads as well as an approximate 50% increase. Normal power distribution in the hospital will be repaired and upgraded by the installation of four new switchboard centers including step-down transformers to match the existing 208/120V distribution system. Low voltage bus ducts will be replaced in this project to correct NEC code violations regarding physical access and separation. b) Option 1 ( Items 0002AA, 0002AB, or 0002AC) This project will install new transfer switches, panelboards and supply feeders and will complete the effort to achieve compliance with the code to separate the essential system critical branch from the life safety branch and the equipment system. The new transfer switches will be equipped with isolation and bypass functions in order that they may be correctly tested monthly in accordance with code requirements. New essential system and normal panelboards will replace old equipment including feeder circuits and permit an orderly organization of the emergency and normal branch circuits. The solicitation will specify three option periods, one which will expire at 90 days, another to expire at 180 days, and the last to expire at 365 days. 3. The estimated price range is between $3 million and $3.6 million for each individual workscope with a total estimated price range between $6 million and $7.2 million for both the base contract and option 1 combined. The estimated period of performance is approximately 365 days for each individual workscope. The NAICS Code is 235310 and the small business size standard is $12 million. The FSC Code is Z249. 4. This will be a firm-fixed-price contract and is advertised as a Competitive 8(a) set-aside. This solicitation is being offered to 8(a) firms or 8(a) joint ventures located in Illinois only. The solicitation is formatted as a Request for Proposal (RFP) in accordance with the requirements designated by the Federal Acquisition Regulation (FAR) Part 15 for negotiated procurements utilizing source selection procedures of FAR 15.3. The government will award the contract resulting from this solicitation to the responsible offeror whose proposal conforms to the solicitation and who will be the "Best Value" to the Government. Prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a DOD contract. Offerors are further advised that failure to register in the DOD CCR database may render your firm ineligible for award. For more information see the CCR website at http://ccr.edi.disa.mil. 4. An organized site visit is scheduled for August 5, 2002. 4.
