Description
SYNOPSIS This is a Simplified Acquisition Procedure (SAP) issued in accordance with the Small Acquisition Procedures of the Federal Acquisition Regulation, Part 13, which prescribes policies and procedures for the acquisition of supplies and services, the aggregate amount of which does not exceed $100,000.00. The work includes all management, labor, management, supervision, tools, materials, equipment, incidental engineering, travel and transportation to conduct a monitoring program for a federally endangered small mammal species, the Stephens Kangaroo Rat (SKR) (Dipodomys stephensi), on Naval Weapons Station Seal Beach, Detachment Fallbrook, San Diego, California. The Government intends to award a firm fixed/indefinite delivery indefinite quantity purchase order to the responsible offerors whose proposals, conforming to the Request for Proposal (RFP), will be most advantages to the Government resulting in the Best Value, price and other factors considered. Services to be performed under FF/IDIQ contract include, but are not limited to, obtaining biological information necessary for land use/management decisions in support of military activities on the Station; to include preparing work plans, status reports, global positioning system, geographic information system and photographic documentation of short-term use areas. The contract is for a Base and four Options Years. The IDIQ portion of the contract contains the following item: conduct SKR Live Trapping, Burrow Count Transects, Excavation of artificial burrows, Temporary holding and care, and meetings to provide insight into SKR biology relevant to proposed projects or actions. Award of the purchase order will be based on best value to the government. Proposals will be evaluated for award using three major technical factors: Past Performance, Pricing, and Technical Experience and Education Qualifications, which consist of three Sub-factors: Education, Experience and Possession of applicable Federal Fish and Wildlife Endangered Species Permits. The Government intends to evaluate proposals and award the purchase order without discussions with offerors. Therefore, each initial offer should contain the offerors best terms from a price, past performance, and technical experience and education standpoint. However, the Government reserves the right to conduct discussions if later determined to be necessary by the Contracting Officer. THIS SOLICITATION IS 100% SET-ASIDE FOR SMALL BUSINESS. In accordance with FAR 5.102(a)(7) availability of the RFP will be limited to the electronic medium; the RFP will be available for download free of charge via the Internet World Wide Web at http://www.esol.navfac.navy.mil/ - hard copies (paper sets) or CD-ROM of the RFP will not be provided by the Government. The official plan holders list will be maintained on and can be printed from the website. All prospective offerors and plan rooms are encouraged to register as plan holders on the website. Plan holders lists will not be faxed and will only be available from the website. Registering offerors and plan rooms must provide a complete name, complete mailing address and area code and phone number, offeror type (prime contractor, sub contractor, supplier or plan room), email address and size (large business, small business, small disadvantaged business, woman owned small business or other). Notification of any changes (amendments) to the solicitation will be made only on the Internet. It will be the contractor's responsibility to check the website for any posted changes. Note: All Contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a DoD contract. Contractors may obtain information on registration by calling 1-888-227-2423, or via the Internet at http://www.ccr.dlis.dla.mil. Tentative issue date for the RFP is on or about 29 July 2002 with an opening/receipt date of 12 Aug 2002. The Standard Industrial Classification Code is 561990. The related small business size is $6.M.
