- Description
- FAR Subpart 13.5. The Bureau of Alcohol, Tobacco and Firearms (ATF) has a requirement for contractor services to furnish and install one Bullet Recovery Tank per scope of work (reference BATF Request No. RFQ020098) for use in forensic examinations. Tank enables the recovery of projectiles fired from an assortment of firearms. System construction maximizes safety of personnel and minimizes damage to the recovered projectile. Design will incorporate all necessary components on a single, transportable structure. Tank should be approximately 8 feet long, 2 feet wide, and 5 feet tall. Contractor will be required to demonstrate a fully operational tank prior to shipment. Further requirements include on-site training, written warranties covering performance, as well as defects in materials and workmanship, for covering 5 yrs. on tank, and 1 year parts and labor. References, literature, brochures, and photographs must accompany proposal. Proposal must address each of the requirements. Contractor must demonstrate history of product performance and financial responsibility. Bullet Recovery Tank will be warranted against leaks for 5 years. System will be delivered complete within 90 calendar days after receipt of order. All interested parties must submit a REQUEST FOR STATEMENT OF WORK on company letterhead along with a short capability statement by 5:00 p.m. EDT August 6, 2002. In turn, the requestor will receive a copy of the Statement of Work (RFQ020098). ALL PROPOSALS must substantiate ability and resources to complete this requirement. Awardee must be a certified contractor in the Central Contractor Register (CCR), for payment via electronic funds transfer. Quotes will be acceptable by mail or by facsimile at 202/927-8688. Requirement is for the purchase, installation and delivery of laboratory equipment. The following provisions are applicable to this acquisition: (a) FAR 52.212-1, Instructions to Offerors-Commercial, (b) FAR 52.212-4, Contract Terms and Conditions-Commercial Items, (c) FAR 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items. The provision at FAR 51.212-2 Evaluation-Commercial Items applies to this acquisition. Evaluation factors in declining order are as follows; Technical Capability, Quality, and Cost. Technical Capability and quality combined are more important than cost. Quotes must include delivered price. Award will be based on technical specifications listed above, on an ALL OR NONE purchase.
