- STANDING PRICE QUOTE - NOT TO EXCEED ONE YEAR QUANTITIES ARE "ESTIMATES" GSA, FSS intends to establish a "not to exceed" one year Standing Price Quote (SPQ) for National Stock Number 5130-00-234-4879 . The estimated quantity for one year is 200, this is only an "estimate" based on the last three years demand. The period of the Standing Price Quote will be on or about August 12, 2002, and could last for one month up to one year - but will not exceed one year. This NSN is part of the GSA's Stock Program. All offers are to be FOB destination, with delivery in 30 days or less and a minimum order of no less than $50.00. In addition to the clauses that accompany all purchase orders issued from GSA, the following clauses also apply; 552.225-70 Notice of Procurement Restriction - Hand or Measuring Tools (which states all items must be domestic made), D-FSS-475 Bar Coding, and 552.246-70 Source Inspection. Closing date for offers is August 7, 2002. 5130-00-234-4879 UI: EA WRENCH, IMPACT, PNEUMATIC: DESCRIPTION This technical description covers portable, pneumatic impact wrenches, used for tightening and loosening bolts and nuts. Salient Characteristics: General construction - The material used in the construction of the wrenches shall be of good commercial quality suitable for the intended purpose. All materials used shall be free from defects and imperfections that may adversely effect the serviceability of the finished product. A metal or composite housing is required. Cadmium in not an acceptable plating on any component. The wrench shall operate properly at an air pressure of 80 to 100 psig. The wrench shall comply with the following performance and design characteristics: Handle Style - Pistol Grip Spindle Square Drive Size - 3/8 inch Spindle Offset (Maximum) - 1-3/8 inch Air Inlet, NPT or NPTF - 1/4 inch Air Consumption While Impacting (Maximum) - 15 CFM Torque Developed After 5 Seconds Impacting - 70 Ft.-lbs. Provisions shall be made for lubrication to be supplied to moving parts in the path of the air stream. The oil may be applied manually into the motor or supplied automatically through the air supply line. Other suitable means shall be provided for supplying lubrication to moving parts not in the air stream. The air inlet connection shall consist of a well-secured ferrous fitting threaded with internal American Standard taper pipe threads (NPT) or internal Dryseal American Standard taper pipe threads (NPTF) as specified in the above Performance Criteria. The air inlet shall be fitted with an air strainer or screen (20 mesh or finer) which shall be effective in preventing solid particles in the compressed air supply from entering the tool. The strainer or screen shall be of such design that it can be easily removed for cleaning. The drive end of the spindle shall be wear-resistant. The drive end, when fitted with a socket, shall not show excessive run-out which may adversely affect operation of the wrench. The drive end of the spindle shall conform to ANSI B107.4, spring-loaded plunger or through hole design. The wrenches shall be reversible. The rotational direction of the wrench shall be controlled by a conveniently located mechanical device which is independent of the throttle. The rotational control shall be plainly and permanently marked to indicate direction of rotation. Wrenches shall contain an impact unit which is actuated by the motor. The impact unit shall be designed to convert torque from the motor into rotary impacts and to transmit the impacts to the spindle. Wrenches shall be provided with a nonleakable manual throttle for controlling the supply of compressed air. The wrench shall be equipped with a trigger or button style throttle. The wrenches shall be furnished with an air volume (torque) regulator. The regulator shall be built into the tool. The regulator shall have varying degrees of restriction for regulating the volume of airflow. When in the wide-open position, the wrench air consumption shall not exceed that given in the above Performance Criteria. One copy of a technical manual consisting of the manufacturer's standard commercial instruction and parts list shall be furnished with each tool. Regulatory Requirements: In accordance with Section 23.403 of the Federal Acquisition Regulations, the Government's policy is to acquire items composed of the highest percentage of recovered materials practicable, consistent with maintaining a satisfactory level of competition without adversely affecting performance requirements or exposing supplier's employees to undue hazards from the recovered materials. Metric products - Products manufactured to metric dimensions will be considered on an equal basis with those manufactured using inch-pound units, provided they fall within the tolerances specified and all other requirements of this document are met. If a product is manufactured to metric dimensions and those dimensions exceed the tolerances specified in the inch-pound units, a request should be made to the specification preparing activity for change to this document. Quality Assurance Provisions: Product conformance - The product offered shall meet the salient characteristics of this technical description and conform to the producer's own drawings, specifications, standards, and quality assurance practices and be the same as the product offered for sale in the commercial marketplace. When specific quality assurance provisions are specified for any commercial characteristic the contractor shall maintain records resulting from his inspection(s) conducted in accordance with the specific quality assurance provisions. The government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided under the provisions for the contract. The government reserves the right to audit the contractor's quality assurance records. Market acceptability - No item of equipment offered under this technical description shall be acceptable unless the manufacturer has marketed equipment for the same size and type in a commercial environment for a minimum period of one year. Equipment installed for test purposes in a manufacturer's plant or test laboratory shall not be considered as complying with this statement. ITEM MARKING Each item (including all items within a set or kit) shall be marked with the manufacturer's name and identifying symbol, and the state or country of manufacture, unless otherwise specified. All marking shall be engraved, etched, molded, or indented. PACKAGING One (1) item shall be preserved and packaged in a unit package designed to protect the item against damage during shipment, handling, and storage. PACKING The unit packages shall be packed in a close fitting fiberboard box in compliance with the Uniform Freight Classification and the National Motor Freight Classification requirements of Rules, Item 222, Sec. 3., Minimum 200 or ECT 32. MARKING All unit, intermediate, transport packages and unit loads shall be marked and bar coded for delivery to civilian activities in accordance with FED-STD-123G, dated June 6, 1997, or marked and bar coded for delivery to military activities in accordance with MIL-STD-129N, dated 15 May 1997, as applicable. PALLETIZATION Pallet Configuration: The pallets shall be 48-inch length x 40-inch width, general purpose, four-way entry, flush stringer, double face non-reversable pallets. Pallet lumber used shall be bark free. Pallet Load Size: The load plus the pallet shall have a maximum height of 53 inches and shall not exceed 2500 pounds in weight. Pallet Load Configuration: The containers or items shall be placed in a suitable pattern to form a stable and balanced load. Palletized loads shall be secured to the pallet to insure that the load arrives intact. Stacking Strength: The pallet plus the load shall be capable of supporting three additional like loads without any product damage and without the load or the pallet collapsing. Vertical, horizontal, or filler reinforcement may be added as necessary to provide strength. Partial Palletized Loads: Less than one-half pallet loads shall not be used for stacking, unless load is balanced on pallet. The partial palletized load shall be used for top loading only.
