Description
NASA/JSC plans to issue a Request for Quotation (RFQ) for the purchase of a lightweight waist bearing assembly to retrofit the NASA MK III advanced space suit technology demonstrator model. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/JSC intends to purchase the item from Air-Lock, Inc., of Milford, Connecticut, under FAR 6.302-1, Only one responsible source and no other suppliers or services will satisfy agency requirements. This purchase will replace the current waist bearing assembly (P/N 10259) of the MK III suit as originally designed and fabricated by Air-Lock, Inc. Air-Lock, Inc. is the only known source to possess the necessary tooling and manufacturing programming to fabricate the lightweight upgrade waist bearing configuration. Also, the drawings required for the hardware fabricationn are proprietary to Air-Lock, Inc. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 2, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
