Description
The USDA Forest Service, Northern Region is seeking Architect and Engineering (A/E) services for professional land surveying on an indefinite quantity/indefinite delivery basis. The Northern Region consists of grasslands (North and South Dakota), eastern Montana, western Montana and northern Idaho. The contracts will also be available for placement of task orders by Department of Interior Agencies. Two (2) firms from each of the four (4) geographic zones will be selected from this announcement. The anticipated work for the land survey services will include the following: Indefinite quantity contract for cadastral surveys and engineering surveys which may consist of the following: control surveys; section subdivision; rights of ways; monumentation of new and/or lost corners; retracement of H.E.S. surveys; mineral surveys, site surveys, general control surveys; and PLSS surveys marking and posting of National Forest and/or Grasslands Boundary; maintenance of previously marked boundary; plats and other drafting; Certificates of Survey and Certified Corner Recordation?s (See R-1 Cadastral Survey Contract Specifications for incidental specifications to the above items). These specifications are available for viewing on-line at the following internet address: http://www.fs.fed.us/r1/admin/bid/index.html These services are to be provided on a firm fixed price task order basis for the following zones: The Grasslands zone which includes the Dakota Prairie National Grasslands located in Montana, North and South Dakota; The Eastern Montana zone which includes the Beaverhead-Deerlodge, Gallatin, Custer, Helena and Lewis and Clark National Forests; The Western Montana zone which includes the Bitterroot, Lolo, Flathead, Kootenai National Forests; and The North Idaho zone which includes the Idaho Panhandle, Nezperce and Clearwater National Forests. Firms should indicate which zone they are applying for and may apply for multiple zones. In evaluating proposals, the following criteria shall be applied: (1) professional qualifications necessary for satisfactory performance of required services; (2) specialized experience and technical competence in the type of work required; (3) capacity to accomplish work in the required time; (4) past performance on contracts with Government agencies and private industry in terms of cost control, quality of work and compliance with performance schedules; (5) Location in the general geographical area of the project and knowledge of the project locality. The cumulative amount of all delivery orders under each contract may not exceed $250,000 per year. This maximum allows for inclusion of emergency events such as fire rehabilitation; however annual use is not anticipated to exceed $100,000 for each zone. Each delivery order will be a minimum of $2,500, not to exceed $100,000. The minimum guarantee for the entire contract period including the base year and all option years is $2,500 per contract. The term of these contracts shall be one (1) year with four (4) additional one (1) year options.
