- Description
- The Centers for Medicare and Medicaid Services (CMS) intends to award under Simplified Acquisition Procedures the following project entitled ?Preparation of Medicare + Choice Inpatient Encounter Data Analytical Files on a sole source basis as a logical follow on to: Fu Associates, Ltd., 2300 Clarendon Boulevard, Suite 1400, Arlington, Virginia, 22201-3350. The contractor shall provide the necessary personnel, materials, equipment, support and supplies to accomplish the tasks shown below. All work done under this task order shall be performed under the general guidance of the CMS project officer and is subject to his/her approval. The contractor shall participate in a conference call with the CMS project officer within 2 weeks of the date of award to discuss and finalize data file specifications. The contractor shall maintain communications if complications arise and further discussions are warranted as to the structure of the files. The contractor shall prepare an analytical claims and encounter file and a person characteristic file based on the year 2 (version H or I) Medicare + Choice hospital inpatient encounter data. These data cover encounters for the service dates July 1999 through June 2002. Final layout of the files will be determined in consultation with the project officer. This work is the second phase preparation of analytical files from the data submitted for paying managed care plans under a risk adjustment files from the data submitted for paying managed care plans under a risk adjustment system. Fu, under another contract is in the process of completing the files form the first year of encounter data and claims for beneficiaries enrolled in M+C plans. Fu Associates, under a contract form a different CMS component, has assembled the submitted encounters and claims for us in the current risk adjustment system. Fu personnel know the encounter and claim record characteristics and formats. Data from both fee-for-service and managed care sources are required, with complex processes needed to merge and purge the data. The files are in demand for analysis, and the work will be done in a timely and efficiently with this contractor. Fu can prepare the data with a full understanding of the prior year?s work. All responsible sources may submit their capability statements to the Agency at the above address.
