Description
The Operational Contracting Division, Commercial Acquisition Branch, at Hanscom AFB, MA, plans to issue a solicitation on the Hanscom Electronic RFP Bulletin Board (HERBB) (http://www.herbb.hanscom.af.mil) on or about 09AUG02 to acquire Ambulatory Services for Hanscom AFB. This acquisition is being solicited through full and open competition. The North American Industries Classification System (NAICS) code is 621910 and the small business size standard is $6.0M.annually in average gross revenue taken for the last three fiscal years. Firms responding to this request shall indicate whether they are a large business, small business, very small business, small-disadvantaged business, 8(a) concern, women-owned business, or HUBZone Small Business. Award is expected to be made on or about 16 September 2002. The period of performance for the Ambulatory Services contract is for 5 Years (One Year Base Period and 4, 1-year Options). The prospective contractor shall provide all personnel, equipment, tools, materials, supervision, and other items necessary to perform ambulance services for Hanscom AFB. These services shall include full emergency patient transport services at Hanscom AFB and all associated housing areas including the Hanscom AFB Family Campground Area, South Street, Bedford MA, and the Hanscom AFB Trailer Park, Hartwell Road, Bedford, MA. Contractor will participate in 66th Air Base Wing and 66th Medical Group (referred to as MTF hereafter) exercises, specials events, and specialized training. Contractor care shall, at a minimum, cover the full range of Emergency Medical Technician (EMT), paramedic and ambulance services provided in the local community to include local protocols or standing orders and staffing minimums in accordance with the most current Massachusetts =93Emergency Medical Services Pre-Hospital = Treatment Protocols.=94 This is a best value acquisition and will be awarded to that contractor who offers the Government the best overall value based on a combination of price, technical ability and past performance. Contractors are reminded and cautioned that only Contracting Officers are legally authorized to commit the Government. This solicitation will be issued using commercial practices in accordance with FAR Part 12. All respondents must be registered in the Central Contractor Registration (CCR) database in order to receive an award. Applications for CCR registration may be obtained at: www.ccr2000.com. Acknowledgment of responses to this notice will not be issued. However, respondents will be notified when the solicitation is posted on HERBB. The Government reserves the right to cancel this solicitation, either before or after receipt of proposals, with no obligation by the Government to anyone who submitted a proposal. An Acquisition Ombudsman, Colonel Jerry T. Corley, Director, Commander's Staff, has been appointed to hear concerns from offerors or potential offerors during proposal development. You should only contact the Ombudsman with issues or problems you cannot satisfactorily resolve with the program manager and/or contracting officer. The Ombudsman role is to hear concerns, issues, and recommendations and communicate these to the appropriate government personnel. The Ombudsman will maintain strict confidentiality if desired.
