NA This is a combined synopsis/solicitation for commercial item prepared in accordance with FAR Subpart 12.6 as supplemented with additional information included in this notice. The announcement constitutes the only solicitation. Proposals are being request ed and a written solicitation will not be issued. The solicitation number DAPC50-02-R-0036 IS ISSUED AS A Request for Quote (RFP), and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 90-45. The North American I ndustry Classification System code is 3331120, with a small business standard of 500 employees. The acquisition is a firm-fixed contract. Purchase 1 each Brand name or equal Kamatsu Tractor, Wheeled Loader, Backhoe with buckets, Model Number WB150PS -2 to included operator and parts manual. Minimum characteristics are as follows: Air conditioning, Backup alarm, ROPS/FOPS Cab, Coat hook, Cup Holders, Exhaust in line with ROPS post, Floor mat, Gauges (coolant temperature, fuel level, techometer, hour meter ), Light indicators (air cleaner, brake on, engine oil pressure, torque converter oil temperature, 4 wheel drive, low fuel, hydraulic oil level, warning direction indicator, park brake engagement, brake oil level, differential lock, glow plug preheat ing, generator warning), Lighted instrument panel, Key start/stop system with auxiliary position, backhoe controls, excavator and backhoe controls with mechanical locks, excavator and backhoe converter, exterior and interior mirrors, Multi-function control lever (transmission disconnect, optional hydraulics, differential lock, speed up), ROPS/FOPS canopy, Seat belt, Suspension seat with armrests, Internal storage compartment, Hand and Foot throttles, Tilt steering, Vandalism protection, Electric front warn ing horn. Engine: 12 volt electric starting vertical, 4 cycle water cooled diesel engine with a minimum power of 98 HP and 276 ft. lb torque with following features: air cleaner, dry type, radial seal with secondary cartridge and condition indicator, Alter nator, 80 amp, 12 volt; Battery disconnect switch; Battery 155 Ah, Cold area arrangement; Fan, suction, and fan guard; Precleaner; Sip-on fuel, engine oil, hydraulic transmission oil filters, and water separator. Power Train: Electronically-controlled, fo ur-wheel drive, full powershift transmission equipped with gear controls for changing driving direction and gears, in automatic or manual mode, at full power without disengaging the drive. Brakes, wet disc with dual pedals and lock, 100% rear axle differ ential, Drive shaft guard, Kickdown switch, Park brake with automatic disengage transmission when engaged, Powershift Transmission, Power shuttle transmission, Front tires 14- 17.5, Rear tires 19.5L-24, Torque convertor, Transmission disconnect. Hydraulic System and Steering: Closed center Load Sensing System, Hydraulic oil cooler, Load Independent Flow Divider hydraulic valve block, Steering hydrostatic load sensing, Variable displacement axial piston pump. Loader: Front loader attachments, Auxiliary h ydraulic valve with piping, General purpose front bucket 1.25 yd, Lift cylinder lock, Load Stabilizer System, Loader float feature, Parallel lift, Return to dig. Backhoe: Qutriggers with Anti burst/anti drift valves, backhoe attachments, Auxiliary hydraul ic valve with piping, Backhoe buckets (18? and 24?), backhoe 2 level center mount, Boom transport lock, Independent load flow divider hydraulic valve block, Outrigger cylinder guards, grouser type stabilizer shoes reversible, Swing transport lock, Telescop ic arm. The provisions at FAR 52.212-1, Instructi ons to Offerors-Commercial, apply. FAR 52.212-2 Evaluation ? Commercial Items ? As a minimum, the proposal shall contain (1) Descriptive Literature to determine product acceptability; (2) Listing of past performance (contract references, include name/addr ess/phone); (3) Ability to meet delivery schedule; (4) Price/Cost for CLINs 0001. Offerors who fail to follow the format and requirements listed in 1 through 4 may be found unacceptable. Proposals will initially be evaluated for product acceptability. O nly proposals with acceptable products will be considered. Award will be made to the responsible offeror on the basis of the lowest evaluated price with acceptable past performance and ability to meet the delivery schedule. The government may award a con tract based on initial offers received, without discussion of such offers; therefore, initial offer should contain the offeror?s best terms from a cost or price and technical standpoint. Offerors must include a completed copy of the provision at FAR 51.21 2-3, Offeror Representations and Certifications ? Commercial Items and 52.212-7000 Offeror Representations and Certifications ?
