Description
This is a combined synopsis/solicitation for commercial service prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. RFQ No. 02SQ810188, this solicitation is issued as an invitation to quote. Concerns having the ability to perform the following services are requested to give written notification, including, a telephone number for a POC to the acquisition office listed in this pre-solicitation within 14 days from the date of this pre-solicitation. The solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular (FAC 2001-07). The North American Industry Classification System (NAICS) code for this requirement is 541710 with a small business size standard of 500 Employees. (See Numbered Notes 12 and 13). LINE ITEM SUMMARY: (Line Item Number 0001: Histochemical Analysis Services of 100 retina's from seventy five (75) Kokanee Salmon, this includes tests/analysis, draft report, and final report-1 Job @ $__________ = $__________.). (Please provide a breakdown of all costs associated with this job). GENERAL: The Bureau of Reclamation (Reclamation), Fisheries Applications Research Group, has a requirement for Histochemical Analysis of Physiological Damage to Retina's of Kokanee Salmon by High Intensity Strobe Lights, this includes an analysis of the effects of strobe light energy on the optical physiology of Kokanee Salmon at short distances and a variety of durations. WORK TO BE PERFORMED BY CONTRACTOR: The contractor shall perform the following services: (a) Provide 75 Kokanee Salmon collected from natural environments, or if from cultured stock, they will have been cultured under natural day/night light conditions. These fish must be adults between 8 and 16 inches long. Half of these fish must be assigned to a treatment group, and half to a control. Purchase and transportation of salmon to the testing facility shall be the contractors' responsibility. Fish shall be held in the contractors' aquatic facility for holding and testing, (b) Each fish treated with strobe lights must be tranquillized and restrained a specified distance from the light source, nominally 12 inches, 1 yard and 2 yards, from the light for 5-9 fish. Duration will nominally be 30 seconds, 1 and 2 minutes, this will allow for a total of 9 tests as follows: 12 inches for 30 seconds (test # 1), 12 inches for 1 minute (test # 2), 12 inches for 2 minutes (test # 3), 1 yard for 30 seconds (test # 4), 1 yard for 1 minute (test # 5), 1 yard for 2 minutes (test # 6), 2 yards for 30 seconds (test # 7), 2 yards for 1 minute (test # 8), 2 yards for 2 minutes (test # 9). The tranquilization of the fish will allow detailed control in distance and time of exposure. One eye at a time must be exposed, (c) Perform Density measurements and morphological measurements must be conducted with a microscope and image digitizing software to quantify and record data. All histochemical supplies, computers and software shall be provided by the contractor, (d) Hybridization with antibodies must be assessed against heat-shock proteins, visual pigments, or proliferation markers and examination of changes in expressions of particular proteins and changes in patterns of retinal growth will be indicators of environmental stress, and (e) Measure light transmission properties through the lens of exposed and control fish and perform microspectrophotometric analysis of visual pathways on at least 2 fish per test set. In addition the contractor shall measure the spectral output of the strobe lights used in the tests. Tests/Analysis shall be completed by October 31, 2002. GOVERNMENT-FURNISHED MATERIALS/SERVICES: The Bureau of Reclamation will provide the underwater strobe lights and power converter for the test duration, and a light operator for one week of testing. SUMMARY OF DELIVERABLES: All data from the fish retina will be entered into a spreadsheet based software with links to the associated digitized image on CD ROM. Data will be statistically analyzed with the null hypothesis that there is no effect on the retina of Kokanee salmon by exposure to underwater strobe light. A list of data and associated images and a progress report describing techniques and analysed results shall be provided to the Denver Fisheries Application Group biologists as follows: (a) A draft report shall be delivered no later than December 15, 2002 (b) The Bureau of Reclamation then will return Draft Report to Vendor by December 30, 2002 (c) The final report shall be delivered no later than January 15, 2003. CONTRACT PERFORMANCE PERIOD: The contract shall commence on the date of award and shall be completed by January 15, 2003. REVIEW/ACCEPTANCE OF DELIVERABLES: Steve Hiebert will review and accept deliverables and shall be forwarded to the address below.
