Description
The Bureau of Reclamation, Denver office, intends to negotiate on a sole source basis with Mannings USA, 200 Richards Avenue, Dover, New Jersey, 07802, for a fully transportable self contained automatic motor winding dry-out machine with specifications and specific options relative to Reclamation needs. The unit must include the following features: fully automatic temperature control in the motor windings with operator adjustability of current limit; temperature rate-of-change to dryout level and duration held at dryout temperature; fully automatic switching of current through the windings for uniform heating, continual monitoring with data logged to disk, immediate time/temperature display, immediate historical data callup, touch screen Pentium computer operator/machine interface to allow changes of operation or significant parameters in a given mode, software password protection, safety features including internal breaker protection, and unit operation manual. Other features required include: radio link option, heavy duty casters, hinged door at ADM transformer, thermal trip-off capability, tap changer lock, and dust cover. It is critical that complete unit delivery must be made on or before September 30, 2002. Because this item is manufactured by only one known company, and due to the urgency of delivery of subject machine, the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, and will be implemented under Simplified Acquisition Procedures (SAP) prescribed by FAR 13.601, and FAR 12.1. The Government believes that only one responsible source can provide the supplies that will satisfy the agency requirements. A Justification for Other than Full and Open Competition has been prepared in support of this acquisition. Firms that recognize and can provide the required item and can meet the critical elements and delivery as described are encouraged to identify themselves and give written notification to the contracting officer. Firms believing that they can provide these services must provide clear and concise supporting evidence through submitted written documentation that they have a unit with the described specifications and ability to meet the delivery schedule required. This notice is not a request for competitive quotes and no other solicitation document is available for this procurement. Requirements of Part 12 apply subject to the order of precedence provided at 12.102(c), including provisions at 52.212-1 Instructions to Offerors?Commercial, 52.212-2 Evaluation?Commercial Items, 52.212-3 Offeror Representations?Commercial Items (available by request and must be returned with any proposal offered), 52.212-4 Contract Terms and Conditions?Commercial Items, and any additional contract requirement or terms and conditions determined by the contracting officer to be necessary for this acquisition and consistent with customary commercial practices. All responses must be received at close of business by date indicated in response date block of this notice, however, a determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the government. No contract will be awarded from this announcement, as information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Inquiries must contain the firm's Dun and Bradstreet Number (DUNS) and Tax Identification Number (TIN), and must also identify themselves as either small business or other than small business, in accordance with the size standard for North American Industry Classification System (NAICS) 335314, 750 employees.
