- DEVELOPMENT OF THE NASCENT EXTENSIBLE MODELING AND SIMULATION FRAMEWORK (XMSF) . A SERIES OF WORKSHOPS WILL BE ORGANIZED TO EXPLORE TECHNICAL OPPORTUNITIES AND STRATEGIC PRIORITIES, INVITING BROAD COMMENT AND POSSIBLE CONSENSUS ON REQUIREMENTS. THIS WORK WILL BE GROUNDED BY DEMONSTRATIONS SHOWING CURRENT AND FORTHCOMING WEB TECHNOLOGIES SUPPORTING EXEMPLAR XMSF APPLICATIONS. 1. SCOPE THIS STATEMENT OF WORK DEFINES GMU'S PARTICIPATION IN THE XMSF RESEARCH AND DEVELOPMENT PROJECT. 2 REFERENCES REF 1. DRAFT XMSF STATEMENT OF WORK, DATED APRIL 25TH 2002 3 GLOSSARY CFI CLIENT FURNISHED INFORMATION CFE CLIENT FURNISHED EQUIPMENT DOD DEPARTMENT OF DEFENSE GMU GEORGE MASON UNIVERSITY HLA HIGH LEVEL ARCHITECTURE I/ITSEC INTERSERVICE/INDUSTRY TRAINING, SIMULATION & EDUCATION CONFERENCE M&S MODELING AND SIMULATION MOVES MODELING, VIRTUAL ENVIRONMENTS, AND SIMULATION NPS NAVAL POSTGRADUATE SCHOOL NPSNET NPS NETWORK NSF NATIONAL SCIENCE FOUNDATION RTI (HLA) RUN TIME INFRASTRUCTURE SAIC SCIENCE APPLICATIONS INTERNATIONAL CORPORATION SIW SIMULATION INTEROPERABILITY WORKSHOP SOW STATEMENT OF WORK 4 TASKS 4.1 WHITEPAPER THE CONTRACTOR SHALL PARTICIPATE IN THE DEVELOPMENT OF A WHITEPAPER THAT WILL PROVIDE THE DETAILED INITIAL BASIS FOR WORKSHOP AND SYMPOSIUM INVITATIONS, AND SUBSEQUENT TASKS. WHITEPAPER COMPLETION WILL INCLUDE DESCRIPTION OF INITIAL EXEMPLAR DEMONSTRATIONS, IDENTIFYING KEY RESEARCHERS, AND SENDING WORKSHOP INVITATIONS. 4.2 TECHNICAL CAPABILITIES AND OPPORTUNITIES WORKSHOP THE CONTRACTOR SHALL ASSIST IN ORGANIZING AND SUBSEQUENTLY ATTEND AND PARTICIPATE IN A TECHNICAL CAPABILITIES AND OPPORTUNITIES WORKSHOP TO BE HELD AT NPS IN MONTEREY, CA. THE CONTRACTOR SHALL PROVIDE INPUTS TO THE WORKSHOP REPORT THAT WILL FOLLOW SHORTLY AFTER THE WORKSHOP. THE WORKSHOP WILL INVOLVE KEY RESEARCHERS WHO WILL EXPLORE THE AVAILABLE TECHNOLOGIES AND STRATEGIES SET THE STAGE FOR NECESSARY EFFORTS. THE WORKSHOP WILL BE PATTERNED AFTER THE NSF WORKSHOP MODEL. A REPORT ON THE WORKSHOP WILL BE PUBLISHED IMMEDIATELY FOLLOWING THE WORKSHOP TO STIMULATE FURTHER DISCUSSION. 4.3 STRATEGIC OPPORTUNITIES SYMPOSIUM THE CONTRACTOR SHALL TAKE THE LEAD IN ORGANIZING AND PARTICIPATING IN A STRATEGIC OPPORTUNITIES SYMPOSIUM TO BE HELD AT GMU IN THE WASHINGTON, DC AREA. THE CONTRACTOR SHALL PROVIDE INPUTS TO THE SYMPOSIUM REPORT THAT WILL FOLLOW SHORTLY AFTER THE SYMPOSIUM. THE STRATEGIC OPPORTUNITIES SYMPOSIUM WILL BE HELD TO INVITE BROAD RESPONSE TO THE WORKSHOP REPORT. SYMPOSIUM PARTICIPANTS WILL ELABORATE XMSF REQUIREMENTS AND STRATEGIC GOALS FOR THE FOLLOWING 2-5 YEARS BASED ON GOALS AND OUTCOMES ELICITED B Y THE TECHNICAL CAPABILITIES WORKSHOP REPORT. A SYMPOSIUM REPORT WILL BE PUBLISHED SHORTLY AFTER THE SYMPOSIUM TO STIMULATE FURTHER DISCUSSION AND BETTER DEFINE FUTURE EFFORTS. 4.4 PROTOTYPE DEMONSTRATIONS THE CONTRACTOR SHALL PROVIDE TECHNICAL CONSULTATION IN THE SPECIFICATION AND DEVELOPMENT OF PROTOTYPE M&S SYSTEMS FOR NPS TO DEMONSTRATE AT THE 2002 I/ITSEC. THE INTEGRATION OF THE PROTOTYPE M&S SYSTEMS SHALL BE LED BY NPS. AT THE DISCRETION OF NPS THIS MAY OCCUR AT THEIR FACILITIES IF REQUIRED. THE CONTRACTOR SHALL ATTEND AND PARTICIPATE IN XMSF ACTIVITIES AT THE 2002 I/ITSEC IN ORLANDO, FL. THE CONTRACTOR SHALL PROVIDE INPUTS TO THE DEMONSTRATION REPORT THAT WILL FOLLOW SHORTLY AFTER I/ITSEC. THE PROTOTYPE EXEMPLAR APPLICATIONS WILL BE BUILT THROUGHOUT THE REMAINDER OF 2002 AND SHOWN AT I/ITSEC IN ORLANDO, FL IN DECEMBER 2002. THE DEMONSTRATIONS WILL ILLUST RATE THE FEASIBILITY OF ESSENTIAL XMSF TECHNICAL CONCEPTS AND STRATEGIES EVOLVED FROM THE WORKSHOP AND SYMPOSIUM. FURTHER THEY WILL REALISTICALLY INDICATE POTENTIAL BY VISUALLY REALIZING THE PROOF-OF-CONCEPT VIGNETTES. A DETAILED DESCRIPTION OF CANDIDATE VIGNETTES MAY BE FOUND IN REF 1 ABOVE. 4.5 PROGRAM MANAGEMENT THE CONTRACTOR SHALL PREPARE MONTHLY COST AND TECHNICAL STATUS REPORTS FOR NPS IN GMU FORMAT. THE CONTRACTOR SHALL PREPARE TRIP REPORTS FOR EVERY TRIP UNDERTAKEN, AS PER SECTION 10 BELOW, IN CONTRACTOR'S FORMAT. 5 DELIVERABLES & DELIVERY SCHEDULE 5.1 DELIVERABLES AS PER SECTION 4 ABOVE, INPUTS TO THE FOLLOWING ITEMS SHALL BE DELIVERED TO NPS: 1. TRIP REPORTS [1 PER TRIP IN ACCORDANCE WIT H SECTION 10 BELOW] 5.2 SCHEDULE EVENT ANTICIPATED DATE TECHNICAL CAPABILITIES AND OPPORTUNITIES WORKSHOP AUGUST 19 - 20 STRATEGIC OPPORTUNITIES SYMPOSIUM SEPTEMBER 6 - 7 I/ITSEC DECEMBER 2 - 5 DELIVERABLE DUE DATE WHITEPAPER INPUTS AUGUST 15 TECHNICAL CAPABILITIES AND OPPORTUNITIES WORKSHOP REPORT, AUGUST 26 (WORKSHOP + 5 WORKING DAYS) STRATEGIC OPPORTUNITIES SYMPOSIUM REPORT SEPTEMBER 20 (SYMPOSIUM + 10 WORKING DAYS) I/ITSEC DEMONSTRATION REPORT DECEMBER 13 (I/ITSEC + 5 WORKING DAYS) MONTHLY TECHNICAL AND COST STATUS REPORTS 15 DAYS AFTER MONTH END TRIP REPORTS WITHIN 5 WORKING DAYS OF COMPLETION OF TRAVEL 6 KEY PERSONNEL 6.1 PRINCIPAL INVESTIGATOR THE MINIMUM EDUCATION REQUIREMENT SHALL BE A DOCTORATE FROM A CERTIFIED COLLEGE OR UNIVERSITY IN ENGINEERING, COMPUTER SCIENCE OR A FIELD CLOSELY RELATED TO THE PROJECT. MINIMUM PROFESSIONAL EXPERIENCE REQUIRED IS 10 YEARS GENERAL MODELING AND SIMULATION BACKGROUND. 6.2 SENIOR STAFF THE MINIMUM EDUCATION REQUIREMENT SHALL BE A BACCALAUREATE FROM A CERTIFIED COLLEGE OR UNIVERSITY IN ENGINEERING, COMPUTER SCIENCE OR A FIELD CLOSELY RELATED TO THE PROJECT. MINIMUM PROFESSIONAL EXPERIENCE REQUIRED IS 5 YEARS. 7 PLACE OF PERFORMANCE THE PRIMARY PLACE OF PERFORMANCE SHALL BE AT CONTRACTOR'S SITE. 8 PERIOD OF PERFORMANCE THE PERIOD OF PERFORMANCE SHALL BE 7 MONTHS FROM THE DATE OF CONTRACT AWARD. 9 SECURITY CLEARANCE IN KEEPING WITH THE COMMERCIAL OPEN-STANDARDS OBJECTIVES OF THE XMSF EFFORT, NO SECURITY CLEARANCES SHALL BE REQUIRED FOR THIS PROJECT. 10 TRAVEL ALL TRAVEL REQUIRED DURING THE PERFORMANCE OF THIS TASKING SHALL ADHERE TO THE FEDERAL TRAVEL REGULATIONS (FOR TRAVEL IN 48 CONTIGUOUS STATES), THE JOINT TRAVEL REGULATIONS, VOLUME 2, DOD CIVILIAN PERSONNEL, APPENDI X A (FOR TRAVEL TO ALASKA, HAWAII, PUERTO RICO, AND U.S. TERRITORIES AND POSSESSIONS), AND IF REQUIRED THE STANDARDIZED REGULATIONS (GOVERNMENT CIVILIANS, FOREIGN AREAS), SECTION 925, MAXIMUM TRAVEL PER DIEM ALLOWANCES FOR FOREIGN AREAS (FOR TRAVEL NOT COVERED IN THE FEDERAL TRAVEL REGULATIONS OR JOINT TRAVEL REGULATIONS). IN ACCORDANCE WITH SECTIONS 4 ABOVE AND 5.2 ABOVE, THE CONTRACTOR SHALL UNDERTAKE THE FOLLOWING TRAVEL SCHEDULE. OTHER TRAVEL TO PROMOTE THE TECHNICAL GOALS OF THE PROGRAM MAY BE PERFORMED AT THE DISCRETION OF THE GMU PROJECT MANAGER. PROPOSED DATES DESCRIPTION PURPOSE AUGUST 19-20 - WASHINGTON, DC AREA TO MONTEREY ATTEND CAPABILITIES WORKSHOP NOVEMBER 21-22 - WASHINGTON, DC AREA TO MONTEREY, INTEGRATION AND COORDINATION MEETING DECEMBER 2-5 WASHINGTON, DC AREA TO ORLANDO, PRESENT DEMOS AT I/ITSEC 11 CLIENT FURNISHED ITEMS 11.1 CFE/CFI NO AD DITIONAL CFE/CFI IS REQUIRED AT THIS TIME. IF THE CONTRACTOR DETERMINES THAT ADDITIONAL EQUIPMENT AND/OR SOFTWARE IS REQUIRED TO SUPPORT THIS TASKING, THE CONTRACTOR SHALL PRESENT A LIST OF REQUIRED EQUIPMENT AND/OR SOFTWARE, WITH A JUSTIFICATION AND IMPACT STATEMENT, TO THE CLIENT FOR APPROVAL. ALL EQUIPMENT AND SOFTWARE PURCHASED BY THE CONTRACTOR IN SUPPORT OF THIS TASKING WILL BECOME THE PROPERTY OF THE NPS, UPON CONTRACT COMPLETION AND SHALL BE OBTAINED, INVENTORIED, MAINTAINED, AND RETURNED IN ACCORDANCE WITH THE CONTRACTOR'S APPROVED PROPERTY MANAGEMENT PROCEDURES. 12 COST LABOR: SENIOR SCIENTIST: 360 HOURS @ RESEARCH FACULTY: 120 HOURS @ CLERICAL SUPPORT: 80 HOURS @ TRAVEL TOTAL COST:
