- This procurement is a 100% small business set-aside. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-08. The North American Industry Classification System Code is 421320. The Standard Industrial Code is 5032 and the business size standard is 100 employees. Solicitation Number M00264-02-R-0011 is issued as a Request for Quotation (RFQ). This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The provi sion at FAR 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. The provision at FAR 52.212-2, Evaluation-Commercial Items, applies to this acquisition. The following factors shall be used to evaluate offers: (1) Price, (2) Past Performance and (3) capability of items to meet agency need. Provide quote by line item per Ton with delivery included in price. Include a completed copy of FAR 52.212-3, Offeror Representations and Certifications?Commercial Items. FAR 52.212-4, Contract Terms and Conditions?Commercial Items, applies to this acquisition. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes Or Executive Orders-Commercial Items, applies and is incorporated with the following additional clauses for Para. (b): FAR 52.203-6, FAR 52.222-21, FAR 52.222-26, FAR 52.222-35, FAR 52.222-36, FAR 52.222-37, FAR 52. 232- 33, FAR 52.222-41, and FAR 52.209-5 Certification Regarding Debarment, Suspense, Proposed Debarment, and Other Responsibility Matters. The Government intends to evaluate offers and award a Firm-fixed-price Indefinite Delivery-Indefinite Quantity (IDIQ) contract without discussions with offerors. Therefore, the offeror?s initial offer should contain the offeror?s best terms from technical to price. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer, and waive informalities and minor irregularities in offers received. Quotes must be received no later than 2:00 p.m. Eastern Daylight Time, August 19, 2002. The Quote should be marked with the words ?QUOTE? and the solicitation number.
