- Description
- NASA/KSC plans to issue a Sole Source Request for Quotation (RFQ) to provide support to the Electromagnetic Physics Testbed to Swales Aerospace Inc., 5050 Powder Mill Road, Beltsville MD 20705. Swales Aerospace is the only known vendor that employs a scientist that has previous experience, knowledge, skills and abilities in the development of new electrostatic sensors, and electrostatis properites of granular materials under different environmanetal conditions. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 1:00 p.m. eastern standard time on July 30, 2002. Offerors can mail qualifications to, Kennedy Space Center, Attn: Jalane Shelton, Mail Code: OP-MS, Kennedy Space Center FL 32899 or fax to (321) 867-2825. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
