- Description
- NASA/SSC plans to issue a sole source, firm fixed price contract to Hoffer Flow Controls, Incorporated of Elizabeth City, North Carolina for services for the repair of Turbine Flowmeters. Specifically, Model FE-3002, System-LP, LH, Pressure: 8500 psig; Flowrate Range: 9-92 lbm/s, Size: 10 inches; Model FE-3803, System-HP, LH, Pressure: 8500 psig, Flowrate Range: 1-9 lbm/s, Size: 2 inches; Model FE-3808, System HP, LH, Pressure: 8500 psig, Flowrate Range: 1-5 lbm/s, Size: 1.5 inches; Model FE-3809, System: HP, LH, Pressure: 8500 psig, Flowrate Range: 4-40 lbm/s, Size: 5 inches, and Model FE-3811, System HP, LH, Pressure: 8500 psig, Flowrate Range: 5-52 lbm/s, Size: 5 inches. This effort requires the refurbishment of shaft bushing and flowmeter internal components coated with Tiolube 1175 and replace flowmeter bearings. The internal components being replaced have design dimensions and tolerances that are proprietary to this vendor. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The Government intends to acquire a commercial item using FAR Part 12. This is a sole source procurement under the authority of FAR 6.302-1. The Government believes only one responsible source can provide the service that will satisfy the agency requirements. This notice of intent is not a Request for Quotation for competitive quotes and NO solicitation document exists. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. local time on August 9, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
