Description

The National Institute of Standards and Technology (NIST) intends to enter into a sole source purchase order with Dr. Todd Heimer to provide services for the NIST Reference Retroreflectometer. The Contractor shall construct and maintain the instrument, validate and demonstrate the operational capabilities of the instrument, aid in publication and dissemination of results obtained with the instrument, and prepare monthly reports on the progress and experimental studies performed on the instrument. Additionally, the Contractor shall perform related investigations of photometric and radiometric devices in support of the instrument. Dr. Heimer has the required experimental and theoretical expertise in the study of optical measurements, specifically in the field of retroeflectivity and photometry, as well as the direct knowledge of Xe arc sources, optics, laser alignment procedures, software programming, motion control and instrument communications, and various detection systems and the metrics for verifying there specifications. The Government anticipates the award of a firm-fixed price purchase order on or about September 30, 2002. The proposed requirement is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive quotations. However, the Government will consider all capability statements received by August 12, 2002. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. A Request for Quotation (RFQ) package is not available.
