Description
The Agency for Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Substance Abuse Treatment (CSAT), through the Division of Acquisition Management (DAM), Program Support Center (PSC), intends to award a 9 month sole contract using simplified acquisition procedures, to One Church-One Addict, P.O. Box, 2378, Baltimore, MD 21203. The anticipated date of award is August 12, 2002. This contract will procure technical assistance training focusing on best treatment, prevention and recovery support practices, HIV/AIDS, Diabetes, grant writing and program evaluation. These technical assistance events shall take place in Baltimore, Maryland. The contractor shall be responsible for but not limited to the following tasks: The contractor shall within 5 days of the effective date of this award, meet with the Project Officer to refine tasks and ensure understanding of all activities. At this meeting or before, the contractor shall provide two copies of a draft work plan and course outline. The contractor shall, within 10 working days following the initial meeting, provide copies of a final work plan, final time lines and schedules, budget proposal and materials/manuals to be provided. In addition to the first meeting the contractor shall have weekly or bi-weekly telephone calls to discuss progress to date, issues requiring clarification, problems and next steps. The contractor shall develop and convene workshops at the Lonnie Mitchell Annual Conference on substance abuse in the following areas; substance abuse treatment, prevention and violence prevention practices, basic grant writing, program evaluation. The contract shall submit resumes of all trainers/consultants to the Project Officer for approval. The contractor shall convene four (4) conference planning workgroups composed of HBCU students and faith based organizations to collaborate on planning the annual conference to encourage and train students interested in entering the substance abuse and health field. The contractor shall provide meeting logistical services, registration, invitation letters, agendas, and participant lists. The contractor shall submit a monthly report (one page) concerning the progress of the project by the tenth (10th) of the following month. The contractor shall submit a final report written 60 days after the technical assistance delivery. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source under authority of far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation is available.
