- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ) #000037051, the provisions and clauses incorporated are those in effect through Federal Acquisition Circular (FAC) 2000-07. This solicitation is under the Simplified Acquisition Procedures (SAP) and is a Small Business - Small Purchase Set-Aside. The North American Industry Classification System (NAICS) Code is 339999, and the Business Size Standard is 500 employees. This will be a Firm-Fixed price contract for five (5) Blast mitigation and foam decontamination tent systems with the following minimum characteristics: The tents must be capable of being deployed robotically; Tents must be made of a ballistic fiber. ( ie. kevlar or a similar shrapnel resistant material.); Tents must be coupled with a proven blast mitigation foam with chemical and biological decontaminating properties. (Specifically capable of destroying Anthrax.); Tents must be capable of successfully mitigating the blast and fragmentation potential of 81mm and 4.2" Mortars, 4 lbs. of TNT in a pipe bomb, live mustard agent (HD), and up to 3 lbs. of C4 High Explosive. The tent systems must be comprised of at least two tent sections, the first being a four panel section with each section being approximately 12' x 12' and a larger 6 panel tent section with each panel being approximately 16' x 16'. Training on the offered equipment must be provided by the contractor. The following FAR clauses are incorporated by reference and apply to this acquisition: 52.212-1 Instructions to Offerors - Commercial Items. (OCT 2000); 52.212-4 Contract Terms and Conditions-Commercial Items (Feb. 2002) and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (May 2002), Each offeror shall include a completed copy of the FAR provisions at 52.212-3, Offeror Representation and Certifications (May 2002) with its offer. All responsible sources may submit a quotation which, if timely received shall be considered by the agency. Government will award to the responsible offeror whose offer conforming to this solicitation will be most advantageous to the Government, price and other factors considered. Offerors will be evaluated in accordance with FAR 52.212-2 Evaluation-Commercial Items (Jan. 1999). The following factors shall be used to evaluate offers: Technical ability to meet requirement, Price, and Warranty in descending order of importance. The destination is FOB to Quantico, VA 22135. All bids shall be submitted to the address listed on line number seven no later than 4:30 p.m. EST, August 9, 2002. Award to be made within one (1) week after closing.
