- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is a Request for Proposal and the number is PC-02-R-003. This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-08. Peace Corps seeks the services of a contractor to provide the printing services as listed for its paperback book, Great Adventures. Great Adventures contains stories about the experiences of Peace Corps Returned Volunteers as told by the volunteers themselves. The purpose of this book is to serve as a recruitment tool to provide those interested with personal information about becoming a volunteer. Peace Corps will furnish- a.Text - Copy will be furnished on disk, from a Macintosh Platform in QuarkXpress 4.1 with thirty (30) Adobe Illustrator .eps files. Screen and printer fonts will also be furnished. A laser printed dummy will be furnished for reference. b.Cover ? Artwork for cover provided on disk from a Macintosh platform in QuarkXpress 4.1 with a laser dummy, color comp and color laser splits. Contractor Obligations - The contractor will furnish all materials and operations, other than those listed under ?Peace Corps to Furnish?, necessary to produce the product in accordance with the following specifications. The contractor shall provide such operations as disk output, color separation, film making or CTP, contract proofs, binding, packaging and distribution to produce 125,000 copies of the paperback book. Printing must be done in-house, subcontracting is not allowed. Quantity ? 125,000 books, plus or minus 5% overrun/under run. Trim Size ? 4 ?? x 6 ?? . The size can vary slightly depending on contractor?s equipment, but size must be indicated on proposal and must be approved by Peace Corps. Number pages ? 208 text pages plus cover. Thirty (30) illustrations included. Requirements- Composition ? Output for both film or paper must be from a high-resolution PostScript compatible printer.No alternate typefaces will be allowed. Films ? Contractor must make all required films. Proofs ? One set of composite Dylux (blueline) proofs of the entire publication and one set of matchprint or Kodak approval proofs for covers 1 and 4. All proofs must be contract proofs and submitted to Peace Corps, 1111 20th Street, NW, Room 8210, Attn: Susan Bloomer, Washington, DC 20526, (202) 692-2206. If any contractor?s errors require revised proofs, the revised proof are to be provided at no expense to the Government. Contractor must not print prior to receipt of an ?OKAY to print.? AA?s/Proof Changes ? Changes to the proofs will be made on disk(s) by Peace Corps, the contractor is to output the film or contract proof again and if film,stripped into the flat. Contractor must submit a price for a 4 ?? x 6 ?? negative along with price for re-stripping the negative into the flat or in the case of a contract proof, the price for output. Any author?s alterations must be specifically requested by Peace Corps and the cost negotiated at that time. Paper - 50 lb. White opaque offset for text pages 10 pt. Coated 1 side for the cover stock All paper must be uniform in shade and texture/composition. Contractors must submit paper samples (ten-8 ?? x 11? sheets), for approval, of the paper they are planning to use when printing the Peace Corps book. Paper samples must be marked with the manufacturer, brand name, finish, and the weight. Printing ? Prints head to head. Text prints black over black ink, no bleeds. Cover prints 4 color process over zero with bleeds on all sides. No printing on covers 2 and 3. Cover 1 and 4 also have overall UV coating. The cover must be printed on a press capable of printing four colors in a single pass through the press (minimum four printing units). Facing text pages must align across the bind. Binding ? Perfect bind on the 6 ?? side. Quality ? Printer must be capable of printing quality work and have experience printing paperback books. The major quality standards are process color match, type quality and uniformity. Process color match refers to the fidelity of color match between the specified standard (original photo, approved proof) and the printed sample. Examples are flesh tones shifting slightly toward a yellow or magenta hue, green grass taking on a yellow or cyan cast, etc., and overall density change. Because proofs such as dyluxes do not truly reflect the quality of the finish product, their ?OKAY? does not relieve the contractor from maintaining a high quality of continuous tones in the illustrations (maps). Type quality and uniformity refers to type density, variation in type density, and broken characters. Rejection of Workmanship ? Inferior and unsatisfactory workmanship as determined by the Peace Corps Contracting Officer?s Representative (COR) shall be rejected and reported to the contractor who shall correct the deficiency, at no additional cost to the Peace Corps, within 1 week following receipt of written notice of rejection. Packaging ? Pack in shipping containers, uniform cartons of 100s, placed on pallets, and secured for shipment, so that no damage occurs to books. Packaging shall be in accordance with good commercial practice and adequate to insure acceptable by common carrier and safe transportation at the most economical rate. Marking ? Each carton must be labeled with the title of the publication and the enclosed quantity in each carton. Distribution ? The contractor is responsible to have all copies delivered. Deliver 1,000 books: Peace Corps, 1111 20th Street, NW, Communications, Attn: Dede Dunevant, Washington, DC 20526, 202/692-2205. Deliver 500 books to each Peace Corps Regional Office. They are located in: Atlanta, Boston, Chicago, Dallas, Denver, Los Angeles, Minneapolis, New York, Rosslyn, San Francisco, and Seattle. Deliver 1,500 copies to Superintendent of Document US Government Printing Office, Depository Receiving, Jackson Alley, Washington, DC 20526. Deliver balance to: SOC Warehouse, 13882 Redskin Drive, Herndon, VA 20171, Attn: Lynette, (703) 796-3564. Contractor shall be responsible for unloading at SOC. Inside delivery is required for orders delivering directly to Peace Corps Headquarters and Regional Offices and the Government Printing Office. Inspection ? Inspection and acceptance of the services set forth in this contract shall be performed by the Contracting Officer?s Representative (COR). Deliverables: Copy to Contractor ? within 2-3 days after award of contract Proofs to Peace Corps: within 5-7 working days of receipt of copy Revised proofs to Peace Corps: within 5-7 working days of receipt of author?s revision Complete distribution of Peace Corps paperback books: within 7-10 working days upon Peace Corps approval of proofs. Contract Type ? This is a fixed price contract Technical and Price Evaluation ? The contractor shall include in their proposal a minimum of 3 samples of previous printing products that are close to the specifications of the Peace Corps paperback books and 10 paper samples of cover stocks and text stocks. A description of the contractor?s prior experience, facilities, and equipment should also be included. Proposals will be evaluated based on the contractor?s ability to demonstrate an understanding to the requirements set forth in this request for proposal. A separate technical and cost/price proposal must be submitted. An unrealistically high priced proposal may be rejected as indicating a lack of understanding of the requirement. Should technical competence between offers be considered approximately the same, cost/price may become the determining factor. The government reserves the right to award to other than the lowest priced, technically acceptable offeror. The following FAR clauses apply to this solicitation: 52.212-1 Instruction to Offerors?Commercial Items; 52.212-2 Evaluation - Commercial Items. The following factors shall be used to evaluate offers: (i) Technical capability of the offeror- (ii) Price; (iii) Past Performance ? Demonstrated recent past ability of the offeror to perform satisfactorily on contracts of comparable size containing similar terms and conditions. References are required, including (a) name(s) of customer(s) with which the offeror has contracts, include at least two points of contact and phone numbers; (2) type of contract, cost of contract and brief description of work performed. Technical and past performance, when combined, are approximately equal to cost or price. 52.212-3 ? Offeror Representations and Certifications?Commercial Items; 52.212-4 Contract Terms and Conditions?Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders?Commercial Items.
