Description
The National Cancer Institute (NCI), Division of Cancer Control and Population Sciences (DCCPS), Applied Research Program (ARP) plans to enter into a sole source contract with Public Health Institute, 2001 Addision Street, 2nd Floor, Berkeley, CA 94703. This procurement will provide Cross-Cultural Evaluation of California Health Interview Survey (CHIS). The Applied Research Program (ARP) plans, conducts and supports research related to evaluating the quality of survey questionnaires used for cancer risk factor surveillance. As part of this mission, the ARP sponsors research intended to develop and evaluate novel forms of questionnaire quality assessment and evaluation. The current research effort involves the California Health Interview Survey (CHIS), a periodic cancer-related health survey conducted by The University of California at Los Angeles, in partnership with the Public Health Institute, and fielded by Westat, Inc. This project will use the 2003 CHIS as a vehicle for developing a means for assessing the cross-cultural equivalence of survey questions through the application of a technique labeled behavior coding. The project will extend the use of behavior coding to the multi-cultural domain by conducing behavior coding of CHIS interviews across three language groups (English, Spanish and either Chinese or Korean). ARP staff and collaborators want determine which survey questions appear to present problems in particular languages, indicating where the translated version should be reviewed and modified. Further, as an initial foray into the area of cross-language and cross-cultural behavior coding, the project will provide valuable information concerning the means by which this practice should be carried out in surveys that include multiple languages. It is anticipated that an award will be made for a one year base period plus a 6 month option period if exercised by the Government. The Public Health Institute is the only organization with experience in cross-cultural behavior coding for the CHIS. The project will be led by Elaine Zahnd, Ph.D., a Senior Research Scientist who has had very significant direct experience in contributing to questionnaire design for the CHIS, and who has previously conducted a feasibility study directly related to the current research initiative. This is not a request for competitive quotations, however, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the NCI research to determine if the party can perform this requirement. An original and one copy of the capability statements must be received in the contracting office by 1:00 p.m. EDT, on August 14, 2002. All questions must be in writing and can be faxed to (301) 402-4513 or emailed to dm170b@nih.gov . It is the vendor's responsibility to call (301) 402-4509 to insure questions have been received. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect call will be accepted.
