- Description
- The National Library of Medicine (NLM) on behalf of the National Institutes of Health (NIH) Center for Information Technology (CIT) Division of Customer Support intends to negotiate on a sole source basis with The Gartner Group, McLean, Virginia, for continuation of existing services to support a wide range of computer and telecommunication resources to a community of over 60,000 customers at the National Institutes of Health (NIH), the Department of Health and Human Services (HHS), and other federal agencies. The Gartner Group has supplied access to its database of published IT research to HHS for the last seven years. In addition, HHS has acquired expert IT technical services. The Gartner Group has gained knowledge and understanding of the systems and infrastructures unique to HHS and NIH. CIT seeks access to published IT Research and to other IT technical services from a vendor with expert understanding of the HHS mission and objectives of each of the HHS OP/DIVs and STAFF/DIVs. HHS/NIH requires access to Gartner Groups proprietary database of published IT Research to continue making informed decisions and setting realistic programmatic objectives in IT. Gartner offers a comprehensive body of global research that reports on and analyzes the technologies that drive business and organizational success. The more than 200 research topics include customer relationship management (CRM), business-to-business e-commerce, supply chain management, wireless, emerging technologies, security, IT services, e-business, and IT spending and strategies. Because Gartner does not implement technology solutions, they provide independent analysis services for technology assessment and procurement, project development, measurement, and technology management such as total cost of ownership, CRM, IT spending recommendations and hundreds of customized programs. Gartner also develops and executes industry-wide studies sponsored by multiple clients seeking benchmarking and deliverables that often set the standards for marketing and measuring emerging technologies. Work will be performed off-site at awardees facilities and on-site at HHS specified locations. The period of performance is anticipated to be for a base year and two option years. The proposed acquisition will be procured under FAR Part 12 - Commercial Items Acquisition. This is not a Request for Quotation (RFQ), nor is an RFQ available; however, all responsive sources may submit a proposal in a timely manner which will be considered by NIH. Firms interested in responding to the notice must be able to provide the referenced services as specified above. Responses must be in writing and must be received in the office within fifteen (15) calendar days from the publication date of this notice. Proposals must include pricing information.
