Description
The Program Support Center (PSC) has a requirement to obtain a contractor for the Office of the Surgeon General, Department of Health and Human Services to evaluate strategies and practices for the recruitment and selection of the U.S. Public Health Service (PHS) Commissioned Corps Officers and to provide recommendations for improvement. The PSC intends to negotiate a fixed price contract on a sole source basis with the PHS Commissioned Officer Foundation, 8201 Corporate Drive, Suite 560, Landover, MD 20785 for this service. A six month period of performance is anticipated. Specifically the contractor shall develop a work plan; conduct interviews with Division of Commissioned Corps (DCP) representatives, the 4 Chief Professional Officers and one or more representatives from each of 11 Federal agencies having more than 50 Corps officers; determine the existing Commissioned Officer recruitment and selection efforts/practices of each agency interviewed and deliver a report that addresses the Commissioned Officer recruiting plans/priorities/practices of HHS and non-HHS agencies; deliver a report that determines/evaluates current recruitment/placement outcomes; and deliver a report that provides a description of best practices for recruitment and hiring within the agencies that utilize officers, as well as providing recommended options to improve recruitment and placement efforts/outcomes. This requirement has been justified in accordance with FAR 6.301-1 Only One Responsible Source. The PHS Commissioned Officer Foundation, comprised of six retired PHS Officers and one Inactive Reserve Officer, is uniquely poised to conduct this evaluation because of its in-depth knowledge of the various agencies supporting the Corps, the Division of Commissioned Personnel, and all aspects of recruitment and assignment of Commissioned Corps Officers. The Foundation is currently completing a contract for the DCP on recruitment, specifically working with officers, schools of health professions and in evaluating recruitment materials and practices developed by the DCP. This contract is a logical next step for the Foundation, since it is familiar with the background materials. Any organization interested in responding to this requirement shall provide a capability statement documenting their knowledge of the subject matter and experience with conducting similar projects relating to the topic.
