Description
The Federal Highway Administration (FHWA) has a need to revise its 1 1/2-day training course on Traffic Control Software and Signalization to provide participants with the skills to evaluate the process by which signal control projects are developed, designed, implemented, maintained, and operated. The contractor will revise and update the material of the existing Traffic Control Software and Signalization course expanding it into a (2) two-day course. The course revisions must include compliance with the National Highway Institutes guidelines for adult learning and Instructional System Design (ISD), which focuses on the teaching techniques associated with adult learning. The FHWA/NHI has taught the Traffic Control Software and Signalizations course for several years. The technical reference around which this course is taught is the Manual of Traffic Signal Design, 2nd edition. The Participants Guide and course material to be prepared for this course shall reference the appropriate sections of the Manual where the corresponding technical information can be located in greater detail. The contractor shall use all appropriate signal-timing manuals such as the Uniform Traffic Control Devices, the ITE Manual Of Traffic Signal Design, ITE Traffic Engineering Handbook and the ITE Traffic Control Devices Handbook. The Participant?s Guide and course material shall reference the appropriate sections of these manuals where the corresponding technical information can be located. This is a full and open solicitation. All responsible sources may submit a proposal for consideration. The solicitation and all related documents and amendments, if any, will only be released and available electronically through Federal Business Opportunities (FedBizOpps) web site at http://www1.eps.gov/spg/DOT/FHWA/postdate_1.html which will list all the FHWA business opportunities sorted by posted date. The solicitation and related documents will be posted under the RFP number. Interested parties must download the RFP from that site. NO WRITTEN, TELEPHONIC, FACSIMILE, OR E-MAIL REQUESTS will be honored. However, interested parties can register at the aforementioned site to receive procurement announcements and notifications of postings by e-mail. Please note that FedBizOpps has added a new feature called ?Interested Vendors List.? Those interested in subcontracting, supplying, consulting and the like should register, and prime contractors should review the names posted there. Since this solicitation will only be available electronically, it is the responsibility of interested parties to monitor the FebBizOpps website for any solicitation amendments. The ESTIMATED release date of the RFP is August 5, 2002. NO OTHER PROCUREMENT INFORMATION IS AVAILABLE AT THIS TIME. ATTENTION: Minority, Women-owned, and Disadvantaged Business Enterprises. The Department of Transportation, Short-Term Lending Program offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
